Routine inspection (3-year)·November 6, 2024

On 11/6/24, at 9:45 am, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Required 3-year inspection of the Family Child Care Home (FCCH). LPA met with Licensee, Elizabeth Torrey, and explained the purpose of the inspection. LPA in the company of licensee, toured the interior and exterior of the FCCH. The FCCH uses the play room, one bathroom, dining room, living room, and backyard for child care. The kitchen and upstairs are off limits to children and secured with a child safety gate. Licensee and 6 children were present at the time of inspection. The FCCH has a regulation 2A10 BC fire extinguisher that was serviced on 11/13/23. LPA reminded licensee the fire extinguisher needs to be either serviced or newly purchased annually. The FCCH has a dual smoke alarm/carbon monoxide detector that was tested at 10:05 am and found to be functional. Cleaning supplies are in a kitchen cupboard which is secured with a child safety lock. Sharps and medications are in an elevated kitchen cupboard which is off limits and out of the reach of children. The bathroom was observed to be clean and orderly. The FCCH has a fireplace that is covered with a glass screen. The FCCH has ventilation for childcare services. The outdoor area has ample shade for the children in care provided by shade sails. The yard is secured by a combination of metal and brick fencing, entry/exit points are secured. Toys and equipment observed in the FCCH are age appropriate. There are no bodies of water on the property. There are firearms and ammunition on the property. Firearms and ammunition are stored separately and securely in an area that is inaccessible to children in care. The FCCH has the appropriate documentation posted in the home. A sampling of the children's records was reviewed and found to be current including Emergency Contact Information and Immunization Records. Continued on 809-C The Licensee\342\200\231s records were reviewed and found to be current including CPR/First Aid training expiring on 1/14/25 and Mandated Reporter Training expiring on 10/13/26. LPA reminded licensee that CPR/First Aid and Mandated Reporter AB1207 training must be updated every two years. LPA notes the last disaster and fire drill was conducted on 10/1/24. LPA reminded licensee that emergency drills are required every six months and need to be documented. Licensee does not provide Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
