What the inspector wrote

On September 4, 2024 at 04:05 PM Licensing Program Analysts (LPA) Aaliyah Zendejas and Susana Martinez conducted an unannounced required 3 year inspection. LPAs met with licensee Griselda Castaneda and advised them of the purpose of the inspection. Licensee provided LPAs a tour of the home inside and out. At the time of inspection there were seven children under the care and supervision of three adults. Licensee denies having guns/ammunition in the home. LPAs observed that the PUB394 Notification of Parent's rights and LIC9148 form was not posted prominently at the entrance. LPAs provided licensee with a copy of those forms to post in the FCCH. Fire and earthquake drills are being documented every six months. Last drill was conducted on July 23, 2024. Fire extinguisher 2A10BC mounted on the wall inside the home. Licensee stated that they did not have a receipt for the fire extinguisher from this year. LPA advised licensee to keep record of receipts or service for the fire extinguisher. Fire and carbon monoxide detectors were tested at 04:19 PM and found to be in working condition. Children in care have access to one room which is the day care room, one restroom, kitchen, living room, and enclosed back yard. Licensee stated that children sleep in the day care room. Licensee stated that they have one pack and play for an infant under one year old and that all other children sleep on cots. Licensee stated that they had not been conducting safe sleep checks the past couple of days. LPAs advised licensee to remember to document the safe sleep checks every 15 minutes. Diapering needs are being met inside the day care room. Children have access to toys that are age-appropriate inside and outside of the home. There are no bodies of water present at the time of inspection. During the tour, LPAs observed a bottle of Clorox wipes left outside on a table that was accessible to children in care. LPAs also observed cat litter open in the bathroom accessible to children and LPA noticed a child walking out of the bathroom with the open cat litter. LPAs advised for this to be removed and kept in an area out of reach of children in care. LPAs reviewed five children files. All children files were current. Licensee CPR/first aid is valid through 06/24/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee\342\200\231s mandated reporter certification is valid through 10/11/2024. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee does currently have infants in care. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C During the exit interview, the LICENSEE, Griselda Castaneda , confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. Two type A deficiencies and 3 Type B deficiencies were cited today. LPA Zendejas informed licensee that this reported dated 09/04/2024 documents Two type A citations which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care. Also, LPA Zendejas informed the licensee to provide a copy of this licensing report dated 09/04/2024 that documents any type A citations to parents / guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents / guardians for 12 months from the date of this report. A signed Acknowledgement of receipt of licensing report (LIC9224) or other written statement must be placed in the child's file for verification. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal rights were provided.
