What the inspector wrote

On April 12, 2022 at 9:45AM, Licensing Program Analyst (LPA) Betzayra Cervantes conducted an announced visit for the purpose of completing a Case Management - Licensee Initiated inspection. LPA asked the Master Teacher pre-screening questions related to COVID-19. Site Supervisor responses suggest no COVID exposure on site. LPA met with Master Teacher Ambar Lopez and advised her the purpose of the visit. LPA and Master Teacher toured the interior and exterior of the facility. There were no children in care at the time of the inspection. The center is located on the premises of Rio del Norte Elementary School. The center currently operates from year-round and offers two (2) part day programs with a morning session from 7:30AM - 10:30AM, 11:30AM - 2:30PM, anda full day session from 7:00AM - 6:00PM. On 6/28/2021, Center Manager Carla Delgado called CCLD to report that the center would be closing from 6/28/2021 - 4/12/2022 due to alterations to the ventilation system at the facility. Rio School District installed a heating, cooling, and air ventilation system to the center's three (3) preschool classrooms. The center temporarily relocated to Catalyst Kids - Del Mar (License #566215672) in order to prevent uninterrupted services. There were no alterations made to the grounds and LPA observed the classrooms to be free of hazards and rooms were observed to be a comfortable temperature for children in care. The program consists of one (3) classroom, which were observed to be free of hazards and are equipped with age appropriate toys, teaching materials, and furnishings for children in care. The center uses the elementary school bathrooms located outside of the classroom, where children are escorted. The bathrooms were observed to be clean and sanitary. Waste containers have tight-fitting covers. The local school district provides breakfast, lunch, and snack for children in care. Menus were posted along with the site's facility license and Emergency Disaster Plan. Drinking water is available to children both inside and outside via individual water bottles . The outdoor playground has age appropriate toys and equipment. The playground has an ample amount of shade available. No bodies of water were observed on the premises. Continued on 809-C All staff have a criminal record clearance. Staff records were reviewed and are complete. CPR and First Aid cards are current with an expiration date of 01/21/2023. AB 1207 Mandated Reporter training certificate is current with an expiration date of 11/03/2022. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. During the course of the inspection, LPA discussed COVID-19 Mitigation plan, best practices, and the implementation of such in the Center. Facility is approved for resumption of day-care services, effective today, 4/12/2022. No deficiencies were cited during today's visit. Exit interview conducted and report was reviewed with Master Teacher, Ambar Lopez. THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817. THE NOTICE OF SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY.
