What the inspector wrote

On September 25, 2025 at 01:15PM, Licensing Program Analyst (LPA) Fernando Hernandez made an unannounced visit to conduct a Required - 3 Year inspection. At the time of inspection LPA met with Site supervisor Ambar Lopez and discussed the nature and purpose of the visit. LPA was given a tour of the facility both inside and outside. LPA observed a total of (16) children under the care and supervision of 6 staff members including the site supervisor. The center currently operates a year-round, full-time group from 7:00AM - 6:00PM, Monday through Friday and offers (2) part day sessions from 8:15AM - 11:15AM then 1:00PM through 4:00PM, Monday through Friday. The center utilizes (3) classrooms, "25", "26", and "27" which were observed free of hazards and are equipped with age appropriate toys, teaching materials, and furnishings for children in care. LPA notes classrooms "25" & "26" operate full time from 7:00AM through 6:00PM, while classroom "27" operates as the part day program. The bathrooms were observed to be clean and sanitary. Waste containers have tight-fitting covers. There is drinking water readily available for children inside and outside the classrooms. The facility provides breakfast, lunch, and supper for children in care. Menus were observed posted along with the required postings. Additionally the site supervisor stated the food menus are posted monthly and food is provided by the school. LPA observed the outdoor play yard to have appropriate shading and equipment was observed to be in good condition and free of hazards. LPA observed one locked storage shed outside which has been made inaccessible to children in care. No bodies of water were observed on the premises. The first Aid kit(s) were observed at the entrance of each classroom. LPA notes the last fire/disaster drill was conducted on 09/12/2025. CONTINUED ON LIC809-C PAGE 2 The facility currently uses an app called HUBBE for Sign in/out. LPA reviewed a sample of (4) Staff records and were found complete. A sampling of (4) children records were reviewed and LPA observed all required documentation on file. LPA reviewed CPR and First Aid cards for staff to be current. LPA additionally reviewed staff Mandated Reporter training certificate(s) which were found current. LPA reviewed staff immunization's to be current for 3 out 4 staff. LPA notes (1) staff is missing one required vaccination which was due this year, a Technical Violation will be cited based on observation and LPA informed the site supervisor of the importance to have current immunization's on file and completed. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES : Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The site supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CONTINUED ON LIC809-C PAGE 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During today's inspection (1) Technical Violation was cited today based on observations and record review. (Please see LIC9102AN for further details). A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
