What the inspector wrote

On 12/30/2025, at 11:05 AM, Licensing Program Analyst (LPA) Shane Loftus made an unannounced Annual/Random Inspection of the Family Child Care Home (FCCH). LPA met with Licensee, Shellie Lopez and explained the nature of the inspection. LPA in the company of Licensee toured the interior and exterior of the FCCH. The FCCH is a three bedroom, two and one half bathroom, two story dwelling. The FCCH\342\200\231s living room, kitchen, one bedroom, one bathroom, and backyard are used for child care. LPA observed child safety gates at the entry points of the kitchen as well as the base of the stairs. LPA notes eight (8) children were present as well as two (2) assistants providing care and supervision. LPA observed required licensing forms and documents posted on the wall of the main hallway of the FCCH. The home has a regulation fire extinguisher (2A10BC) that was serviced on 10/21/2025. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. LPA observed smoke and carbon monoxide detectors throughout the home. A smoke and carbon monoxide detector were tested at 11:30 AM and found to be operable. LPA observed the FCCH to have ample space and ventilation to afford for the children\342\200\231s comfort. The FCCH has a fireplace in the living room that is covered with plywood. The bathroom used for child care is observed to be clean and free of toxins. Medications are stored in an elevated kitchen cabinet. Sharps are stored on top of the refrigerator. Cleaning supplies are stored in a locked cabinet underneath the kitchen sink as well as elevated surfaces throughout the home. LPA notes these areas are inaccessible to children in care. Continued on 809-C The backyard is fully enclosed, and the entry/exit points are secured. The backyard is separated into areas for children of differing ages by child safety gates. The backyard has age-appropriate toys/equipment which are free of hazards. The footing in the backyard is varied and there is shade to afford for the children\342\200\231s comfort. LPA observed a locked shed in the back yard that contains child care toys/supplies. LPA observed no bodies of water on site. The staff and children\342\200\231s records were reviewed. The children\342\200\231s records were found to be complete with emergency contact information, immunization records, 15 minute sleep logs, and other required licensing forms. The Licensee\342\200\231s and staff records were reviewed and found to be current with CPR/First Aid training, Mandated Reporter training, and other required licensing forms. Licensee informed LPA no firearms or ammunition are on site. The provider does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02 CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. Continued on 809-C A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 12/30/2025.
