On 12/08/2025, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). LPA met with Crystal Maiva, Lead Teacher at the CCC and explained the purpose of the inspection. LPA in the company of the Lead Teacher, toured the interior and exterior of the CCC. The CCC is on the grounds of Cal State University Channel Islands and operates from 7:00 AM to 6:00 PM, Monday through Friday. The CCC utilizes six classrooms (Early & Late Care Room, Orca Classroom for older 4 year olds, Dolphin Classroom for younger 4 year olds, Starfish Classroom for 2 year olds, Seals Classroom for 3 year olds, and Sea Otter Classroom for older 3 year olds). LPA observed thirty-two (32) children during the inspection, along with six (6) teachers (cleared and associated) providing care and supervision. LPA notes the Director was absent due to illness. LPA observed required licensing forms near the entry door of the CCC, and menus posted near the entrance to each classroom. LPA observed age-appropriate toys and furnishings throughout the CCC. The CCC provides morning and afternoon snacks while lunch is provided by the parents of children enrolled. LPA observed a refrigerator in the kitchen area of the CCC that contains food for the children in care. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 10:00 AM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. LPA observed the restrooms to be clean and free of toxins. LPA reviewed the CCC\342\200\231s Sign In/Out forms. LPA verified the Sign In/Out forms contain dates, times, and signatures from the children\342\200\231s authorized parents/guardians. The CCC\342\200\231s outdoor play area is fully enclosed and the entry and exit points are secure. LPA observed age-appropriate toys/play equipment in the play area which are free of sharp, loose, or pointed objects. LPA observed play structures in the play area have adequate cushioning materials to absorb falls and shade provided by shade sails and trees. LPA notes no bodies of water are on site. LPA observed waste receptacles with tight fitting covers throughout the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed and found to be current with CPR/First Aid training, Mandated Reporter training, and other required licensing forms. LPA reviewed the CCC\342\200\231s emergency/disaster log which notes the most recent drill was conducted on 10/10/2025. Director states there are no firearms or ammunition stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Continued on 809-C LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
