What the inspector wrote

On 09/26/25 at 11:30 AM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required- 3 Year inspection. LPA met with licensee Mireya Rodriguez and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 5 children in care at the time of the inspection. Family Child Care Home (FCCH) operates Monday - Friday 6:00 AM - 5:30 PM. Licensee is a large FCCH however, due to low enrollment licensee has been operating as a small. LPA observed required licensing documents pinned on the wall at the entrance of the home. LPA reminded licensee fire and earthquake drills need to be conducted and documented every six months. Last drill was conducted on 02/28/25. Fire extinguisher 1A10BC was observed under the kitchen sink was last Purchased 02/17/25. LPA reminded licensee the required fire extinguisher needs to be 2A10BC or higher. Fire and carbon monoxide detectors were tested and working, time of test was 11:40 Children in care have access to 1 room, 1 restroom, living room converted into nap room/children activity room, and back yard. Fireplace inside the living room has glass covered and lock to prevent access by children. In the kitchen is off limits and has child safety gate keeping kitchen inaccessible to children the knives are stored in a cabinet to keep out of reach from children. Cleaning supplies are kept in the garage which children do not have access to. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of toy's, age appropriate play structure, and activities. During the tour, LPA did not observe any hazards/toxins items or bodies of water accessible to children in care. Continued on 809-C LPA reviewed 5 children files. All children files were current. Licensee CPR/first aid is valid through 01/27/26. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com the licensee mandated reporter certification is valid until 08/07/26. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes. Continued on 809-C Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Mireya Rodriguez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection no citations issued 1 Technical Advisory and 1 Technical Violation notice of site visit was issued. Exit interview was conducted and report was reviewed with licensee Mireya Rodriguez.
