What the inspector wrote

On October 2, 2025 at 10:00 AM, Licensing Program Analyst (LPA) Brian Fung and Licensing Program Manager (LPM) Susana Martinez conducted an unannounced Required- 3 Year inspection. LPA and LPM met with licensee Phyllis Saucier and advised the purpose of the inspection. Licensee provided LPA and LPM a tour of the home inside and out. There were three children in care at the time of the inspection and 2 adults in the home. LPA and LPM observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are being documented every six months. Last drill was conducted on 8/28/2025 at 10:30 AM. Fire extinguisher 3A40BC mounted on the wall inside the learning center was last purchased on 10/23/2024. Fire detectors were tested at 10:26 AM and found to be in working condition. Carbon monoxide detector was tested and found to be not working at 10:27 AM. Carbon monoxide detector batteries were replaced, but the detectors were found to be broken and will be replaced upon purchasing a new fire extinguisher 3A40BC. Children in care have access to three rooms (learning center, TV room, and sleep room) and one bathroom. There was no fireplace located inside the house. Kitchen cabinets were unlocked and knives were found in a cabinet counters and were in reach from children. Children have access to toys that are age-appropriate inside and outside of the home. A baby walker was found outside in the play yard and was covered in spider webs, but was not used. LPA request to remove the baby walker as this item is not permitted in a licensed facility. Back yard play area is enclosed and have plenty of bicycles, scooters, and activities. There are no bodies of water present at the time of inspection. No guns or ammunition were located on the premise. During the tour, LPA and LPM did not observe any hazards/toxins items accessible to children in care. Continued on 809-C LPA and LPM reviewed three out of three children files. All children files were current. Licensee CPR/first aid is valid through 08/05/2027. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee\342\200\231s mandated reporter certification is valid through 08/17/2026. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Phyllis Saucier was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Phyllis Saucier, confirmed that there are no Registered Sex Offenders living in the facility and LPA and LPM completed the RSO profile in FAS. There were 2 type B and 2 technical violation cited today. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal rights were given. Exit interview conducted and report was reviewed with the licensee Phyllis Saucier.
