What the inspector wrote

On 07/09/2025, at 11:40 AM, Licensing Program Analysts (LPAs) Shane Loftus and Seena Parsapour conducted an unannounced Required 3 Year inspection of the Child Care Center (CCC). LPAs met with Kathryn Dean, Director of the CCC, and explained the purpose of the inspection. LPAs, in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 5:30 PM, Monday through Friday. The CCC is located on the grounds of Cal Lutheran University. LPAs observed three (3) children in care along with one (1) teacher (associated and cleared). The CCC is a combined center with a preschool program/license with a toddler option. The CCC uses one classroom, a \342\200\234nook\342\200\235 area, and an outdoor area for children in care. The classroom and \342\200\234nook\342\200\235 area are clean and organized. LPAs observed age-appropriate toys and furnishings as well as changing tables within arm\342\200\231s reach of a sink. The CCC has a crib for each infant in care. The CCC has an operable refrigerator in the classroom. The refrigerator contains the children's food and formula which is labeled appropriately. LPAs observed a carbon monoxide detector in the classroom that was tested at 11:45 AM and found to be operational. LPAs observed a posted menu as well as required licensing forms and documents in the main hallway of the CCC. Disinfectants and cleaning solutions are stored in a locked and elevated cabinet. Medications are secured in a locked box in the office. Sharps are stored in the CCC\342\200\231s kitchen area. LPAs note all locations are inaccessible to children in care. Filtered water is available both inside the classroom and in the outdoor area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC's outdoor playground area is enclosed by wrought iron and picket fencing. The fence\342\200\231s entry/exit points are secured. The footing in the area is varied. LPAs observed age-appropriate toys/play equipment in the play area which are in suitable condition. The play structures in the playground area have adequate cushioning materials to absorb falls. LPAs also observed ample shape provided by shade sails and building overhangs. LPAs observed a locked shed in the outdoor play area that contains child care supplies and play equipment. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and current with emergency contact information, immunization records, Infant Sleep Plans, and 15-minute sleep logs. Staff records were reviewed and found to be current with CPR/First Aid training as well as teaching qualifications. Director noted no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
