What the inspector wrote

On 11/21/24 at 12:10 PM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required Annual inspection. LPA met with licensee Leticia Garcia-Cedillos and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 5 children in care at the time of the inspection and an assistant. LPA observed required licensing documents pinned on the wall in the children's play room. Fire and earthquake drills are being documented every six months. Last drill was conducted on 10/08/24. Fire extinguisher 2A10BC mounted on the hallway wall was last serviced 08/15/24. Fire and carbon monoxide detectors were observed in the children's playroom and nap room due to children napping fire detector was not tested, however the carbon monoxide detector in the kitchen was tested at 12:30 and working. Children in care have access to 2 rooms, 1 restroom, kitchen, living room, dinning room, and back yard. Fireplace inside the living room has glass covered and lock to prevent access by children. In the kitchen the knives are kept on top of the refrigerator out of reach from children. Clean supplies are kept in the garage off limits and inaccessible to children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed with high fence. LPA did not observe any hazards/toxins items accessible to children in care. LPA reviewed five children files. All children files were current. Licensee CPR/first aid is valid through 09/14/25 and licensee's assistant is valid through 06/11/26. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com mandated reporter training expired 05/20/24 for both Licensee and assistant. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded licensee a safe sleep log needs to be documented for infants under 2 years of age every 15 minutes. Licensee stated that some is always sitting in the nap room when infant is napping. Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection no citations and 2 Technical Violations. Appeal rights given. Issued notice of site visit was issued. Exit interview was conducted and report was reviewed with licensee Leticia Garcia-Cedillos.
