What the inspector wrote

On 03/06/26 at 9:30 AM , Licensing Program Analyst (LPA) Veronica Martinez (Diaz) conducted an unannounced Required inspection of the Family Child Care Home (FCCH). LPA met with licensee Leticia Garcia-Cedillos and advised her of the purpose of the inspection. A tour of the home was conducted inside and outside. There were 5 children in care at the time of the inspection. FCCH hours of operation are Monday - Friday 6:30 AM - 4:30 PM. LPA observed the required licensing documents posted in the play/nap room accessible to parents/guardians. Fire and earthquake drills are conducted and documented every six months. The last drill was conducted on 02/09/26 . A 2A10BC fire extinguisher was observed mounted in the hallway and was last serviced on 08/22/25 . Smoke and carbon monoxide detectors were tested and were operational. Test conducted at 9:47 AM . The FCCH is a two-story home . A child safety gate was observed at the bottom of the stairs making the stairs inaccessible to children in care. Children have access to two rooms, one restroom, the kitchen, living room, and backyard . The fireplace in the living room is covered and secured preventing access to children. Knives are stored on top of the refrigerator, medication is stored in a top kitchen cabinet, and cleaning supplies are stored in the locked garage, making them inaccessible to children. Children have access to age-appropriate toys and activities inside and outside of the home. The backyard play area is enclosed with toys and play structures available for children. During the inspection, LPA did not observe any hazards/toxins or bodies of water accessible to children in care. Continued on 809-C LPA reviewed five children files. All children files were current and complete with required licensing documents and immunization records. Licensee CPR/first aid is valid through 09/09/27. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com . Licensee mandated reporter certification AB1207 is valid through 12/19/26 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Leticia Garcia-Cedillos , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
