What the inspector wrote

On 12/18/2025, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). LPA met with Jaqueline Serrano, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 6:00 PM, Monday through Friday and is combined with an infant license. The CCC utilizes seven classrooms (Little Newton Room for 4 to 5 year olds, Edison Room 1 and 2 for 3 \302\275 to 4 year olds, Davinci Room 1 and 2 for 3 year olds, and Mozart Room 1 and 2 for 2 year olds). LPA observed fifty-five (55) children along with seven (7) teachers (cleared and associated) providing care and supervision. LPA observed a menu and required licensing forms posted prominently near the entry door of the CCC. The classrooms of the CCC are clean and organized. LPA observed age-appropriate toys and furnishings available for children. The bathrooms used by children in care are in safe and sanitary operating condition. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 10:15 AM and found to be operable. Cleaning supplies, medications, and sharps were observed to be in areas of the classrooms that are accessible to staff but inaccessible to children in care. The CCC uses the ProCare application for Sign In/Out purposes. LPA reviewed a sampling of the records which contain the children's arrival and departure times along with entries from the children\342\200\231s authorized representative. The CCC provides snacks and lunches for the children in care. LPA observed a fridge in the kitchen area of the CCC which contains food for children. Children have access to available drinking water both inside the classroom and outside in the play area. Cont. 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC's outdoor playground is separated into areas for children of differing ages. The outdoor area is fully enclosed, and the entry/exit points are secured. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition and the footing in the area is varied. The play structures in the playground area have adequate cushioning material to absorb falls. There is shade available in the area created by shade sails. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers at the CCC. A sample of staff and children\342\200\231s records were reviewed. The children\342\200\231s records are complete and found to contain emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed and contain Mandated Reporter training, CPA/First Aid certification, and other required licensing documents. LPA notes the most recent emergency drill at the CCC was completed in October of 2025. Director noted no firearms or ammunition are stored on site. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today\342\200\231s inspection. A notice of site visit was given and must remain posted for 30 days.
