On 06/09/23, at 11:31 AM, Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced One Year Required Inspection of the Child Care Center (CCC). LPA met with Michelle Aranda, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. This CCC has a combination infant and preschool license. The CCC operates from 7:00 AM to 6:00 PM, Monday thru Friday. LPA observed 3 infant children in care along with 2 teachers. The infant license consists of one classroom (Toddler Room). LPA observed all required forms posted in the parent area of the CCC. The infant classroom of the CCC is clean and organized. LPA observed age-appropriate toys and furnishings available for infants. LPA observed childcare materials are in good condition, free of sharp, loose or pointed parts. LPA observed plenty of soft areas and material accessible to infants in care. LPA observed a diapering table with a nearby sink in the classroom. LPA observed the diapering table is clean, safe, and sanitary condition. The CCC has carbon monoxide detectors. The carbon monoxide detectors were tested at 11:50 AM and were found to be operable. Disinfectants, cleaning solutions, and sharps are stored in elevated locked cabinets of the classrooms, which are inaccessible to the children in care. The CCC provides AM snack/breakfast, lunch, and PM snacks. The CCC has a kitchen that is clean and orderly. LPA observed food is kept safe and there is enough food to meet the needs of children in the center. Kitchen staff follows food sanitation practices that protect food from contamination. LPA observed menu posted throughout the CCC. Children have access to drinking water both inside the classroom and outside in the play area by means of water jug and individual sippy cups. The CCC's water sources have been tested for lead containments. The CCC maintains an electronic Sign In/Outs (CARE Portal). LPA reviewed sign in/out sheet which contains the children\342\200\231s arrival and departure times along with the entries for authorized representatives. CONT 809-C The CCC's infant outdoor playground area is enclosed by fencing and separate from the preschool playground areas. The fence\342\200\231s entry/exit gates are secured. The footing in the area consists of grass. LPA observed age-appropriate toys/play equipment in the play area which are in good condition. LPA observed childcare materials are in good condition, free of sharp, loose or pointed parts. The play structures in the playground areas have adequate cushioning material to absorb falls. There is shade available by means of canopy in the infant playground. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers at the CCC. A sampling of staff and children records were reviewed. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records, amongst other required forms. Director reported infants under the age of 12 months are not enrolled in the CCC. LPA reviewed 15 minute sleep logs for all infants in the CCC. In addition, CCC completes daily report with all infant's basic needs that occurred throughout the day. Staff records are reviewed and contained qualifications and Employee Rights forms, amongst other required forms. LPA notes the most recent fire drill at the CCC was completed on 5/30/23. Director noted no firearm or ammunition is stored on site. LPA reviewed medication in the CCC. LPA observed medication for children is stored the conference room in the CCC in a locked elevated cabinet. LPA observed all medication is labeled and required documentation is stored along with the medication. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A Notice of Site visit was given and must remain posted for 30 days.
