What the inspector wrote

On 9/24/25 at 9:20 AM, Licensing Program Analysts (LPAs) Cynthia Alvarez & Veronica Diaz conducted an unannounced Required 3 Year inspection. LPAs met with Site Director Diana Mora Martinez and advised them of the purpose of the inspection. Site Director provided LPAs a tour of the preschool inside and out. There were 18 children in care at the time of the inspection along with Site Director and 2 teachers. The preschool operates 2 schedules, first classroom is Monday - Friday from 9:00AM - 1:00PM, second classroom operates Tuesday- Thursday 9:0AM- 1:00PM. The preschool utilized 2 classroom which have 2 restrooms each, and a playground. LPAs observed required licensing documents pinned on outside wall in between the classrooms. Last disaster drill was conducted on 5/13/25. The classrooms have age-appropriate toys and furniture accessible for children in care. LPAs observed enough restrooms available for children to use. LPAs did not observe any hazards/toxins items accessible to children. First Aid kits were observed in a top cabinet in the 1 of the restrooms and another in the storage room. Currently the facility uses an App called BrightWheel for parents/guardians for sign-in/sign-out. The preschool also communicates with parents with monthly newsletters, in the BrightWheel App, as well as text messages send to parents/guardians. Children bring their own lunch and snack to the preschool; however, the preschool has additional snacks on site, incase they are needed. The preschool has water containers in both classrooms and outside for children to fill up their water bottles, when needed. The outdoor playground is shaded and has enough space for children to play. LPAs observed the playground has age-appropriate toys and structures available for children to use. Continued on 809-C A sample of 5 children and 3 staff record were reviewed. LPAs observed children's files to be complete and current. Staff mandated reporter certification are all current. LPAs reviewed SB792 Child Care Adult Immunization and Tuberculosis requirements for staff and 1 staff did not have current TB on file. Site Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the facilty shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C A notice of site visit was given and must remain posted for 30 days. During today's inspection, 1 technical violation was given, Appeal Rights were provided. Exit interview conducted and report was reviewed with the Site Director Diana Mora Martinez.
