What the inspector wrote

On 07/18/2025, at 9:35 AM, Licensing Program Analysts (LPAs) Shane Loftus & Seena Parsapour conducted an unannounced Required 3 Year Inspection the above-mentioned Child Care Center (CCC). LPAs met with Amal Pelawatta, Director of the CCC and explained the purpose of the inspection. LPAs, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 8:00 AM to 5:30 PM Monday through Friday during the summer, and 7:30 AM to 6:00 PM during their regular schedule. The CCC uses three classrooms (Classroom 1 for 4 \342\200\223 6 year olds, and Classrooms 2 & 3 for 2 \342\200\223 4 year olds). LPAs note Classroom 3 is only used for napping during the summer due to lower attendance. LPAs observed 41 children on site during the inspection along with four teachers (associated and cleared). The classrooms of the CCC are clean and organized. The classrooms have age-appropriate toys and furnishings available for children as well as appropriate ventilation. LPAs observed carbon monoxide detectors in each classroom of the CCC. A carbon monoxide detector was tested in Classroom 2 at 9:45 AM and found to be operable. Children have access to two (2) bathrooms in the CCC. Each bathroom was found to be clean and free of toxins. Disinfectants, cleaning solutions, and sharps were observed to be on elevated shelves in the classrooms as well as in the staff kitchen area. Medications in the CCC are stored in a locked "medication box" in the CCC\342\200\231s kitchen area. LPAs note all areas are inaccessible to children in care. Continued on 809-C LPAs observed required licensing notices and documents posted prominently near the entry door to the CCC\342\200\231s office. LPAs reviewed the Sign In/Out forms. LPAs note the forms contain the date/time of the children\342\200\231s arrival as well as signatures from the children\342\200\231s authorized representatives. The CCC provides a morning and afternoon snack. Lunches are provided by the parents of children in care. Children in care have access to filtered water provided by the CCC both inside and outside the facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC's has two outdoor areas. One of the outdoor areas, primarily used for 2 \342\200\223 4 year olds, is currently not in use due to lower attendance. The outdoor areas are completely fenced, and the entry/exit points are secured. The footing in the areas is varied. The outdoor play areas have age-appropriate toys and equipment with adequate cushioning material to absorb falls. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. There is an abundance of shade to afford for the children\342\200\231s comfort in the form of trees and shade sails. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. LPAs reviewed staff and children\342\200\231s records. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records, among other required licensing documents. At 10:40 AM, LPAs note S1, S2, and S3 do not have current Mandated Reporter training (AB1207). The remaining records are current with Pediatric CPR/First Aid and teaching qualifications. Director informed LPAs no firearms or ammunition is stored on site. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. A civil penalty of $100.00 min imum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
