What the inspector wrote

On 12/10/2025, at 12:15 PM, Licensing Program Analyst (LPA) Shane Loftus made an unannounced Annual/Random Inspection of the Family Child Care Home (FCCH). LPA met with Licensee, Stephanie Mottard and explained the nature of the inspection. LPA in the company of Licensee toured the interior and exterior of the FCCH. The FCCH is a three bedroom, two bathroom, single story dwelling. The FCCH\342\200\231s living room, dining room, two bedrooms, one bathroom, and backyard are used for child care, while the remainder of the home is made inaccessible by use of child safety gates. LPA observed ten (10) children in care along with two (2) assistants at the time of inspection. LPA observed required licensing forms and documents posted in the hallway near the entry of the FCCH. LPA observed a regulation fire extinguisher (2A10BC) in the FCCH which was serviced on 02/17/2025. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. LPA observed a combination smoke/carbon monoxide detector in the FCCH that was tested at 12:46 PM and found to be operable. LPA reviewed the FCCH\342\200\231s fire/emergency drill log which notes the most recent drill was conducted on 12/5/2025. LPA observed the FCCH to have ample space and ventilation to afford for the children\342\200\231s comfort. The FCCH has a fireplace in the living room that is covered with furniture. The bathroom used for child care is observed to be clean and free of toxins. Cleaning supplies are stored in an elevated kitchen cabinet. Medications are stored on an elevated shelf in the hallway closet as well as the master bedroom. Sharps are stored above the kitchen sink. LPA notes these areas are inaccessible to children in care. The backyard is enclosed with wooden fencing and the entry and exit points are secure. The backyard has age-appropriate toys/equipment and is free of hazards. The footing in the backyard is varied and there is shade to afford for the children\342\200\231s comfort. The FCCH has two dogs on site. LPA reviewed vaccination records for the dogs and notes the vaccinations are current. The FCCH has a jacuzzi that is covered and secured with a bar lock and key lock clips on all sides. The staffs and children\342\200\231s records were reviewed. The children\342\200\231s records were found to be current with emergency contact information, immunization records, 15-minute sleep logs, and other required licensing forms. The licensee\342\200\231s and assistants records were current with CPR/First Aid training (EMSA approved), Mandated Reporter training's and other required licensing forms. LPA notes the home has firearms and ammunition on site. LPA verified that the firearms and ammunition are stored securely and separately. The provider does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02 CCP. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 12/10/2025.
