Inspector’s narrative

What the inspector wrote

On 05/29/2026 at 9:30 AM, Licensing Program Analyst (LPA) Veronica Martinez conducted a unannounced Annual inspection at the facility mention above. LPA met with Assistant Director/Lead Teacher Kenia Robles and advised her of the purpose of the inspection. The Assistant Director provided LPA with a tour of the facility, both inside and outside. There were 5 infants in care at the time of the inspection, along with 3 staff members. The center operates Monday through Friday from 7:00 AM to 6:00 PM. At 10:00 AM, Director Paulina Ortiz arrived at the facility. LPA observed all required licensing documents posted at the entrance of the facility. Each classroom contained age-appropriate toys and furniture readily accessible to children in care. LPA observed a changing table and sink within arm’s reach in the infant classroom. No hazardous or toxic items were observed accessible to children. L PA reviewed diapering and sleep logs. LPA observed daily activity logs that are sent home to parents/guardians at the end of each day. First aid backpack kits were observed in the classrooms. Disaster drills are conducted every six months, with the last drill completed on 02/04/26. The center communicates with parents/guardians by phone, email, or in person . LPA observed parent/guardian sign-in and sign-out binders at the entrance of the classroom. Parents/guardians also sign children in and out using a digital pad located at the entrance of the facility. Parents/guardians provide formula or milk for infants. The facility provides breakfast, lunch, and one snack for children who consume table food. LPA observed menus posted in the classrooms and throughout the facility on parent boards. The outdoor playground is shaded and provides sufficient space for infants to play. LPA observed age-appropriate toys and play structures available for infants’ use. Continued on 809-C A sample of 4 infant files and 3 staff files was reviewed. LPA observed the infant records to be complete and current. LPA determined that staff currently assigned to the infant program do not possess the required ECE units to qualify as fully qualified infant teachers. The Director was reminded of the required core courses and ECE units necessary for infant teacher qualifications. During the inspection, the Director made staffing changes to ensure that a fully qualified infant teacher would be assigned to the infant classroom. LPA reviewed staff Mandated Reporter Training certifications and observed that 1 out of 3 staff certifications was current. LPA also verified compliance with SB 792 Child Care Adult Immunization and Tuberculosis requirements. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) • CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES Continued on 809-C LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
