On 12/02/2025, at 12:36 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). LPA met with Debbie Blumenthal, Director of the CCC and explained the purpose of the inspection. LPA in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 6:00 PM, Monday through Friday. The CCC is a combined center with preschool license. The infant program utilizes four classrooms (Classrooms L and M for 0 \342\200\223 12 months, and Classrooms N and K for 12 \342\200\223 24 months). LPA observed thirty-four (34) children during the inspection, along with fifteen (15) teachers (cleared and associated) providing care and supervision. LPA observed required licensing forms and documents posted near the entry to the CCC as well as in each classroom. LPA observed age-appropriate toys and furnishings throughout the CCC. Toys include auditory, visual and tactile stimulation items, as well as items to enhance the children's manipulative skills. LPA observed the CCC has ample cribs and napping cots for children in care with varying levels of mobility. LPA observed operable refrigerators in each classroom. The refrigerators contain milk and formula that is labeled and dated. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 1:00 PM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition and changing tables at the CCC are within arm\342\200\231s reach sinks. The CCC uses an application for Sign In/Sign Out purposes. LPA notes the Sign In/Out application contain entries from the authorized parents/guardians. The CCC's has multiple outdoor play areas. The play areas are enclosed and are separate from the preschool play areas. The fence\342\200\231s entry/exit points are secured and the footing in the area is varied. LPA observed age-appropriate toys/play equipment and there is adequate cushioning materials to absorb falls. LPA observed ample shade provided by trees and shade sails. LPA notes there are no bodies of water on site. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records, and other required licensing forms. LPA reviewed a sampling of Individual Needs/Services, Sleep Plans, and a log capturing sleep checks in 15-minute intervals. Staff records were reviewed and found to be current with CPR/First Aid training, staff qualifications, and other required licensing forms. LPA notes there is a security guard with a firearm at the entry of the CCC. LPA verified the CCC has a waiver for regulation 101238(g)(2) to have an armed security guard on the premises. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during todays inspection. A notice of site visit was given and must remain posted for 30 days.
