What the inspector wrote

On July 1, 2025 Licensing Program Analysts (LPAs) Giovani Gonzalez and Cynthia Alvarez conducted and unannounced Required - 3 Year inspection at the above-mentioned Family Child Care Home (FCCH). LPAs met with licensee Hendi Mendoza and informed them the purpose of the inspection. At the time of the inspection 4 children were present. LPAs in the company of the licensee toured the interior and exterior of the FCCH. LPAs note the home uses the daycare room, 1 bathroom, and backyard for child care purposes while the remainder of the home is excluded from care. LPAs observed the play room to have sufficient ventilation for children in care. LPAs observed the FCCH to have age appropriate toys and equipment for children in care. LPAs observed play pens for infants that are in good condition. LPAs observed the kitchen to be accessible, however, all lower cabinets were free of hazards. LPAs observed sharps to be stored in an elevated cabinet beyond the reach of children in care. LPA observed the living room to be accessible and was free of hazards as well. LPAs observed a chimney in the living room that is covered. LPAs observed bedrooms are made inaccessible with child proof locks. LPAs reminded licensee they must ensure rooms are secured for them to be considered inaccessible to children. LPAs observed medication to be stored in the hallway closet on a shelf that is beyond the reach of children in care. LPAs observed the bathroom to be clean. LPAs reminded licensee they must ensure all hygiene products are inaccessible to children in care. LPAs observed the backyard to be completely enclosed. LPAs observed sufficient space for children's activities. LPAs observed the backyard to have an in ground pool which is enclosed by a mesh gate that is 5 feet tall. LPAs verified the entrance gate is self latching. LPAs discussed AB2866 with licensee. CONTINUED PAGE 2 and provided Title 22 regulations as well as PIN 25-01-CCP. LPAs discussed with licensee new Title 22 regulations that need to be met. 1 Type B deficiency is being issued as a result. LPAs reviewed children's records which were found to be current. LPAs note the licensee did not have Mandated Reported Training Certificate available for review for themselves or co-licensee. 1 Type B Deficiency is being issued as a result. Further, licensee's CPR/First Aid was completed on 4/19/2024. LPA reminded licensee that it is their responsibility to ensure training and certificates are current. LPAs observed fire arms to be stored in accordance to regulation. LPAs observed Adult 1 (A1) in the home and did not observe A1 to have a Criminal Record Clearance. 1 Type A deficiency is being issued as a result. A violation regarding Criminal Record Clearance warrants an immediate civil penalty and is hereby assessed, see LIC421BG. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. CONTINUED PAGE 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. 2 Type B deficiencies and 1 Type A deficiency was issued during todays inspection. Upon receipt, provide copies of this licensing report to each parent/guardian of enrolled children and to parents/guardians of newly enrolled children during the next 12 months. Acknowledgement of Receipt LIC 9224 form shall be used for this purpose. LIC 9224 after completed shall be maintained in each child's file. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Hendi Mendoza. Appeal Rights were given.
