What the inspector wrote

On 4/02/2026, at 8:45 AM PST, Licensing Program Analysts (LPAs) Seena Parsapour and Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPAs met with Licensee Ana Shea. LPAs explained to licensee the nature & purpose of the inspection and, in the company of Licensee, toured the interior and exterior of the FCCH. The home is a single story, three (3) bedroom, two (2) bathroom residence. LPAs notes that day care services occur in the following areas: playroom, two bathrooms (one located in the master bedroom), living room, kitchen, two bedrooms, and back yard for child care, with the rest of the home remaining off-limits from daycare purposes. At the time of the inspection, LPAs observed eight (8) children under the care & supervision of Licensee and one (1) assistant (cleared & associated). The bathroom for the FCCH was observed to be clean and hazard-free. Toys, furniture and play equipment observed in the FCCH were found to be age-appropriate. LPAs observed required licensing forms and documents posted prominently in the home. A dual smoke & carbon monoxide detector was present in the FCCH, and was tested at 10:09AM and found operational. The FCCH has a regulation fire extinguisher (2A10BC) that was most recently serviced on 5/05/2025. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. Age-appropriate toys & play equipment were observed in the backyard play area. LPAs reminded Licensee to replace toys and play equipment when such items begin to degrade or are no longer in good repair. LPAs observed no bodies of water on site, and confirmed this was the case with Licensee. LPAs note there are two (2) dogs living in the home. Licensee advised that children in care are not permitted to interact with the dogs. (Cont. 809-C, Page 2) LPAs note there is no fireplace in the home. A sampling of five (5) children’s records were reviewed of the children in care during the inspection. The children’s records reviewed were found to be current & complete. LPAs reviewed records for the licensee and one (1) assistant present during the inspection, and found them to be current & complete as well. LPAs note the most recent fire/disaster drill was conducted & documented on 12/17/2025. LPAs reminded licensee of the requirement to conduct & document such drills every 6 months. Licensee informed LPAs that firearms and ammunition are not stored on-site. LPAs observed knives & other sharps, cleaning supplies, family medications, and other hazardous items stored in areas inaccessible to children in care. Licensee does not currently provide Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. (Cont. 809-C, Page 3) Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. No deficiencies were issued during today’s inspection. Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. LPAs provided the Licensee a Notice of Site (LIC 9213) form which must remain posted for thirty (30) days. Exit interview was conducted and report was reviewed with licensee Ana Shea.
