What the inspector wrote

On 10/24/2024, Licensing Program Analyst (LPA) German Negrete conducted an unannounced Annual/ Random inspection at the above mentioned Child Care Center (CCC). LPA met with Marisa Borel, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. This CCC has a Preschool program with a toddler component. The center consists of 3 Preschool classrooms and 1 Toddler classroom. The CCC operates Monday through Friday from 7AM to 5:45PM. During today\342\200\231s inspection, LPA observed 33 Children and 11 toddlers being supervised by seven (7) staff(separate rooms). The CCC is clean and organized. The CCC has ventilation to provide for childcare. LPA observed the classrooms to be in a sanitary conditions. LPA observed age-appropriate toys and furnishings throughout the CCC. LPA observed carbon monoxide detectors in the CCC. LPA tested the carbon monoxide detector at 11:05AM, and it was observed to be functional. LPA could not test the smoke detector sue to the children sleeping. Director stated smoke detector was tested recently and was observed to be functional. The children bathrooms were observed to be safe and in sanitary operating condition. LPA observed each classroom has a bathroom area with a nearby sink for hand washing. The CCC provides snack for the children in care. Families are responsible for bringing a prepared lunch for their child/children. The CCC has extra food on reserve in case of emergencies or if any family forgets to pack lunch for the day. LPA observed refrigerator in the center is clean and organized and is inaccessible to children in care. CONTINUED ON LIC809-C The refrigerator contains children\342\200\231s milk that are clearly identified and separated by child. The CCC provides the children in care filtered water inside the CCC and in the outside play area by means of individual water cups or the children can utilize their own individual containers. Director reported the CCC has completed lead testing and did not have any lead exceedance in the CCC. LPA received the lead testing results, the date for the test , took place on 07/22/2022. LPA observed sharps and cleaning products used in the classroom are elevated and inaccessible to children in care. LPA observed disinfectants/cleaning solutions are stored in a classroom closet that is locked and inaccessible to children in care . LPA observed medication is in a locked back pack. The medication/backpack is secured, and is stored in the same classroom the child attends. LPA observed the medication is labeled, and all required documents are in the children files. Staff keep track of the medication that is provided to a child through a written secured log. LPA observed food menus posted in the front of the office. Also LPA observed required licensing forms are posted on the wall in the front office area. LPA reviewed sign- in and sign-out via bright-wheel application. LPA notes, all children present during today\342\200\231s inspection were signed in with children's arrival and departures times, along with the authorized representative signature. LPA and Director toured the outdoor yard for the preschool children and toddlers. LPA observed the preschool outdoor yard and toddler yard is enclosed by fencing. LPA observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. The outdoor play area also has ample shade created by trees and building overhangs. Filtered water is accessible to children by means of individual water bottles or cups. CONTINUED ON LIC809-C Staff and children records were reviewed(5 staff files, 5 children files, 1 toddler file). The children\342\200\231s records were complete and found to contain emergency contact information, immunization records as well as other required licensing forms. Staff records were reviewed and current. Director was informed to keep training certifications current and renew certifications prior to expirations. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CONTINUED ON LIC809-C LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resources and Referral Agencies (R&Rs) throughout California. During the exit interview, the Director, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 10/24/2024 and found no Registered Sex Offenders linked to this facility address. Exit interview conducted and report was reviewed with the Director, Marisa Borel A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
