What the inspector wrote

On 8/27/25, Licensing Program Analyst (LPA) Veronica Diaz and Brian Fung conducted an unannounced Required inspection. LPAs met with director Marlene Ybarra and assistant director Zenaida Garcia-Navarrete and advised them of the purpose of the inspection. Director provided LPAs a tour of the facility inside and out. There were 21 infants in care at the time of the inspection along with 6 staff. Center operates Monday-Friday 6:30AM-6:30PM. LPAs observed required licensing documents pinned on the walls throughout the center. Each of the classrooms have age-appropriate toys and furniture readily accessible for infants in care. LPAs observed enough dipper changing tables with built in sinks at arms reach and LPAs also observed restrooms available for toddlers to use. Director stated that there is no infants that are potty trained at this time. LPAs observed binder logs for infant 15 minute sleep logs and dipper changing logs. Directors stated they use and app called Bubbles&Friends for notifications and communication to parents/guardians also the app is updated with the 15 minute sleep log, dipper log, and feeding log. Director stated they will also communicate with parents/guardians through text, call, email, and in-person. The center provides monthly paper newsletters. LPAs did not observe any hazards/toxins items accessible to children. First Aid kits were observed in each classroom. Last fire drill was conducted on 8/26/25, earthquake 8/22/25, and code red drill 7/29/25. Center provides morning/afternoon snack and lunch. LPAs observed menus posted throughout the center. The outdoor playground is shaded and has enough amount of space for infants to play. LPAs observed the playground has age-appropriate toys and structures available for infant to use. Continued on 809-C A sampling of 3 children 3 staff records were reviewed. LPAs observed children's and staff files to be complete and current. Staff mandated reporter certification are all current. LPAs verified SB792 Child Care Adult Immunization and Tuberculosis requirements. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Directors were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Continued on 809-C LPA discussed the safe sleep regulations with directors and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director and assistant director Marlene Ybarra & Zenaida Garcia-Navarrete. No deficiencies were cited.
