What the inspector wrote

On 07/18/2023, at 12:15 PM, Licensing Program Analyst (LPA) Dixie Wright conducted an unannounced Required Annual inspection of this Family Child Care Home (FCCH). LPA met with Yakelin Cazarez, Licensee, and toured the interior and exterior of the FCCH. Assistant Saira Aguilar was also present, (Fingerprint associated and cleared). Licensee is Spanish speaking; Assistant interpreted for Licensee and LPA. The kitchen, two back rooms, both downstairs bathrooms, downstairs bedroom for napping and backyard are used for child care, while the remainder of the home is excluded. LPA observed eleven children on site, (one infant). LPA observed required licensing forms and documents posted on the wall by the front door and back Day Care room near the bathroom. LPA observed a smoke alarm and carbon monoxide detector in the downstairs hallway, both tested at 12:40 PM and functioning. The FCCH has a regulation fire extinguisher, last serviced on 02/27/2023. Licensee is aware to either service or purchase a regulation fire extinguisher annually. Last fire drill was done 04/21/2023. LPA observed age appropriate toys, furniture and equipment in the FCCH's interior. LPA observed the restroom used by children to be clean and free of toxins. Medications/vitamins are stored in an elevated cabinet in the kitchen inaccessible to children. LPA observed cleaning compounds in an elevated cabinet in the laundry room, inaccessible to children. Sharps in the FCCH are stored in an elevated cabinet in the kitchen, inaccessible to children. The backyard is enclosed by wooden fencing and the footing in the area is cement. Toys and play equipment observed on site are age appropriate. The outdoor fence's entry/exit gate on the side of the house was secure. There are no bodies of water on the property. (CONT. LIC 809-C) Children's records were reviewed. The records are current, complete and possessed emergency contact information as well as immunization records. Licensee did not have current documentation noting the infant's sleep checks have been conducted in 15 minute intervals for infant in care. Facility roster for children in care is current. The Licensee's records were also reviewed. Licensee's Pediatric CPR and First Aid (EMSA approved) expires on 07/31/2023 and Assistant's expires 07/31/2023. Licensee's Mandated Reporter training expires 03/29/2024 and Assistant's expires 08/23/2024. There are no guns or ammunition stored on the premises. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C... Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Yakelin Aguilar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Appeal Rights given. No deficiencies noted at this visit.
