What the inspector wrote

On 03/03/2026, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus made an unannounced Annual/Random Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee, Vita Martinez and explained the nature of the inspection. LPA in the company of Licensee toured the interior and exterior of the FCCH. The FCCH uses the living room, dining room, kitchen, two bedrooms, one bathroom, and backyard for child care. LPA observed four (4) children on site during the inspection. LPA observed required licensing forms near the entry door of the FCCH. The FCCH has ample space and ventilation to afford the children\342\200\231s comfort. LPA notes the FCCH does not have a fireplace. The bathroom used for child care was observed to be clean and free of toxins. Medications are stored in an elevated kitchen cupboard. Sharps are stored in a locked kitchen drawer. Cleaning supplies are stored in a locked cabinet under the kitchen sink. LPA notes these areas are inaccessible to children in care. The home has a regulation fire extinguisher that was purchased on 10/12/2024, however LPA notes that the fire extinguisher\342\200\231s gauge is in the green zone. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. LPA observed smoke and carbon monoxide detectors throughout the home. A smoke and carbon monoxide detector was tested at 10:03 AM and found to be operable. The backyard is enclosed by a combination of concrete and wooden slated fencing. LPA notes that a portion of the backyard is sectioned off for personal use and is inaccessible to children in care. LPA observed age-appropriate toys/equipment which are free of hazards. Cont. 809-C The footing in the backyard is varied and there is shade available to afford the children\342\200\231s comfort. LPA notes no bodies of water were observed on site. The Licensee's and children\342\200\231s records were reviewed. At 10:30 AM, LPA\342\200\231s records review found that the licensee does not have a 15-minute sleep log for C1. The remainder of the children\342\200\231s records were found to be complete with emergency contact information, immunization records, and other required licensing forms. The Licensee\342\200\231s records were reviewed and found to be current with CPR/First Aid training expiring on 05/02/2027, Mandated Reporter training expires on 10/16/2026, and other required licensing forms. Licensee informed LPA no firearms or ammunition are stored on site. The provider does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02 CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Cont. 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 03/03/2026. Licensee was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Vita Martinez.
