What the inspector wrote

On 10/01/25 at 10:00 AM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required inspection. LPA met with licensee Fathima Farook and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 10 children in care at the time of the inspection. 4 of the 10 are infants with licensee and assistant who is fingerprint cleared. LPA observed required licensing documents pinned on the wall at the entrance home. Fire and earthquake drills are being documented every six months. Last fire drill was conducted on 06/20/25 and earthquake drill on 07/10/25. Fire extinguisher 2A10BC was observed in a hallway closet and was last purchased 07/14/25. Fire and carbon monoxide detectors were tested and working. Tested at 10:20 AM. Children in care have access to 1 bathroom, living room (turned into day-care room), Dinning room (turned into day-care learning and activity area), and back yard. Fireplace inside the living room is covered to prevent access to children. In the kitchen is off limits LPA observed child safety gates preventing children access to the kitchen. The knives are stored in a top shelf in the kitchen. Cleaning supplies are being kept in a cabinet under the kitchen and bathroom sinks with a child safety lock making them inaccessible to children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of toys, play structures, and activities. During the tour, LPA did not observe any hazards/toxins items or any bodies of water accessible to children in care. Continued on 809-C LPA reviewed 10 children files and licensee/assistants documents. All children files were current. Licensee CPR/first aid is valid through 05/04/27. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com . Licensee's mandated reporter certification is valid through 04/29/27. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded licensee a safe sleep log needs to be documented for infants (under 2 years old) every 15 minutes while the infants are napping. Continued on 809-C Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Fathima Farook, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection 1 type B citation issued appeal rights given, notice of site visit was issued and must remanded posted for 30 days. Exit interview was conducted and report was reviewed with licensee Fathima Farook.
