What the inspector wrote

On 8/13/2025, at 2:58PM Licensing Program Analysts (LPAs) Cynthia Alvarez and Brian Fung conducted an unannounced 3 year required annual inspection. LPAs met with assistant Anne Hicksbleecker, assistant of the FCCH and discussed the nature and purpose of the inspection. Assistant stated Licensee is not in the FCCH as they went to pick up their child from school. LPAs reminded the assistant that Licensee must be present 80% of the time. Together both assistants and LPAs conducted a tour of the home inside and out. There were 2 children in care and 1 other assistant at the time of the inspection. The Family Child Care Home (FCCH) is described as a 5-bedroom & 3-bathroom 2 story home home. The assistant stated that the licensee utilizes 1 bedroom, 1 restroom, living room and front yard for childcare. LPAs observed a gate in the playroom and another gate on the bottom of the stairs making all the rest of the home and the 2nd story inaccessible to the children. The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children\342\200\231s comfort. The fireplace inside the living room is screened to prevent access by children. There are age-appropriate toys and furniture readily accessible to children. The restroom used for the children in care was found to be clean and sanitary. The assistants stated that the children play in the front yard and do not have access to the backyard. LPAs reminded the assistant to always stay with the children when playing in the yard as it is not an enclosed area. Licensee advised the FCCH does not have any firearms or ammunition in the home. LPAs did not observe any bodies of water in the FCCH. Continued on 809-C Required licensing forms are predominantly posted at the entrance of the FCCH . LPAs observed a smoke and carbon monoxide detector in the FCCH. The detectors were tested at 3:07PM and were found to be operable, and the assistant is reminded to check the detectors to ensure they have operational batteries . The FCCH has a regulation fire extinguisher on site which was purchased on 7/11/2025. LPAs reminded the assistant to either service or purchase a regulation fire extinguisher annually. LPAs reviewed children's records. The records are current and possess emergency contact information. A review of the infant\342\200\231s records contained a 15-minute sleeping check log. A review of the FCCH's fire drill log shows the last drill occurred on 7/11/25. The FCCH roster was complete, and all the children enrolled were listed. The Licensee's records were reviewed. Licensee\342\200\231s pediatric CPR and First Aid certification was expired . The License\342\200\231s Mandated Reporter training course is active and will expire on 7/16/27. LPAs reviewed both assistants\342\200\231 file and were found to be complete with all required documentation including immunization records and active certifications. Annes\342\200\231 CPR and First Aid certification expires on 2/22/26 and Mandated Reporter training is active and expires on 7/15/27. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
