Inspector’s narrative

What the inspector wrote

Licensee advised that her 14 year old daughter does assist with providing care for the children at times. Licensee stated that her daughter is never left alone without an adult. No evidence was gathered by LPAs observations or through interviews that the licensee was providing care under the influence of alcohol or marijuana. LPAs did not gather evidence supporting the children are left unsupervised. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED. Licensee advised that they try to maintain cleanliness throughout the day. LPAs advised licensee that the children cannot have access to the chicken fecal droppings because it is unsanitary. Licensee informed LPAs that she is looking to move the chickens to another room that is off-limits from the children. LPAs were informed by licensee that they do provide short-term care for one of the children. The child's parents are friends of the family. When the parents would leave out of town, the licensee would provide care for their friends without charging a fee. LPAs advised licensee that they cannot provide care for 24 hours or longer for an enrolled day care child without approval. LPAs advised licensee that she would require a waiver. Based on LPAs observations and interviews which were conducted and record review(s), the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED. A technical violation will be issued to licensee. No deficiencies cited during today's inspection.
