Inspector’s narrative

What the inspector wrote

On 05/18/2026, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Case Management Inspection to add Classroom’s 1 and 2 to the current license (classrooms 1 & 2 were formerly used for Facility # 566216017). LPA met with Director, Lisa Van Der Merwe and discussed the purpose of the inspection. The Child Care Center (CCC) operates Monday to Friday, 7:30 AM to 5:30 PM. The CCC is currently using Classrooms 3, 4, 5, 6, 7, 8, and 9. LPA observed forty (40) children and five (5) staff providing care and supervision. LPA notes that the CCC is not requesting an increase of capacity. LPA observed classrooms to contain age-appropriate toys and equipment, ample ventilation, and access to water and toileting facilities. LPA tested a carbon monoxide detector in Classroom 1 at 12:00 PM which was found to be operable. Cleaning supplies and toxins are stored in elevated cabinets in the classrooms and are inaccessible to children in care. The CCC uses three play yards that are separated for children of differing ages. LPA notes the CCC has a waiver in place for the third play yard to be used in a staggered schedule with the elementary school. At the time of the inspection, no bodies of water were present. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Classrooms 1 and 2 meet Title 22, Division 12 regulations for the care of children two to six years of age. Approval for the use of Classrooms 1 and 2 for the above mentioned facility is pending Licensing Program Manager (LPM) approval. No deficiencies were cited during today’s inspection. A notice of site visit was given and must remain posted for 30 days.
