On 11/14/2025, at 9:45 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Mary Gossett, Licensee of the CCC, and explained the purpose of the inspection. LPA in the company of the Licensee, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 6:00 PM, Monday through Friday. The CCC is a combined center with a preschool license with a toddler option. The infant program utilizes one classroom (Classroom 1). LPA observed six (6) children during the inspection, along with two (2) teachers (cleared and associated) providing care and supervision. LPA observed required licensing forms and documents posted on the wall near the entry gate to the CCC. LPA observed age-appropriate toys and furnishings throughout the CCC. Toys include auditory, visual and tactile stimulation items as well as items to enhance the children's manipulative skills. LPA observed the CCC has ample cribs and napping cots for children in care with varying levels of mobility. At 10:20 AM, LPA observed C1 asleep in a highchair. LPA notes C1 was moved to a crib upon request. LPA observed an operable refrigerator in the classroom. The refrigerator contains milk and formula that is labeled and dated. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 10:30 AM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition and changing tables are within arm\342\200\231s reach of sinks. The CCC uses BrightWheel for Sign In/Sign Out purposes. LPA notes the Sign In/Out application contain entries from the authorized parents/guardians. The CCC's outdoor playground area is enclosed, the fence\342\200\231s entry/exit points are secured, and the footing in the area is varied. LPA observed a posted waiver for both the preschool and infant children to use the same play yard at staggered times. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground area have adequate cushioning materials to absorb falls. LPA also observed ample shade provided by both trees and building overhangs. LPA notes no bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. LPA reviewed a sampling of Individual Needs/Services, Sleep Plans and a log capturing sleep checks in 15-minute intervals. Staff records were complete and current with Mandated Reporter training and staff qualifications. Director states there are no firearms or ammunition stored on site. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C A Type A deficiency is being cited under Title 22 of the California Code of Regulations (see 809-D). Upon receipt of this report, the Director shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months.
