What the inspector wrote

On March 13, 2026 at 10:35 AM, Licensing Program Manager (LPM), Susana Martinez and Licensing Program Analysts (LPAs),Laura Carone and Seena Parsapour met with Licensee, Roshini Wirekoon, Sunari Dassanayake, Grace Peiris for an office meeting held at the Santa Barbara Regional Office. Concerns regarding the following Title 22, Division 12 sections were reviewed with Licensee, Roshini Wirekoon and copies were provided: CCR 101223 Personal Rights CCR 101161 Limitations on Capacity CCR 101212 Reporting Requirements In response to the discussion, licensee has agreed to the following: Licensee and staff are to watch Children\342\200\231s Personal Rights in Child Care training video from CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/childrens-personal-rights-in-child-care/ Licensee and staff are to watch Child Care Reporting Requirements from the CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/child-care-reporting-requirements/ Licensee is to submit written statement of what they have learned by 03/27/2026. CONTINUED ON LIC809C Licensee is to create training plan for all staff on the following topics: Children\342\200\231s Personal Rights, California Preschool Program Guidelines: https://cdss.ca.gov/inforesources/child-care-and-development/publications#PreR and submit proof of training for self and all staff by 03/27/26. Licensee and staff are to adhere to Title 22 Regulations at all times. In addition to the above regulations, LPM Susana Martinez reviewed and provided the following resources to licensee during this meeting: TSP brochure Copy of Title 22 Section 101223 Personal Rights Copy of Title 22 Section 101161 Limitations on Capacity Copy of Title 22 Section 101212 Reporting Requirements Copy of Preschool Program Guidelines Upon receipt of this report, licensee shall post and provide copies of this licensing report to parents/guardian of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months. Licensee is to provide LIC 9224 for each child in care and have each parent sign the form that they have received a copy of the report LIC809. THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS. An exit interview was conducted with Licensee. Roshini Wirekoon. A copy of this report and appeal rights given.
