Routine inspection (3-year)·July 17, 2025

On 07/17/2025, at 11:01 AM, Licensing Program Analysts (LPAs) Shane Loftus and Seena Parsapour conducted an unannounced Required 3 Year inspection of the Child Care Center (CCC). LPAs met with Marion Carneiro, Director of the CCC, and explained the purpose of the inspection. LPAs, in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 5:30 PM, Monday through Friday. The CCC uses 2 classrooms (Hummingbird Room and Turtle Room) for care and supervision. LPAs observed ten (10) children in care along with five (5) teachers (associated and cleared). The classrooms of the CCC are clean and organized. LPAs observed age-appropriate toys and furnishings as well as changing tables within arm’s reach of a sink. The CCC has an ample amount of cribs for the children in care. The CCC has an operable refrigerator in the classroom. The refrigerator contains the children's food and formula which is labeled appropriately. LPAs observed carbon monoxide detectors in both classrooms which were tested at 11:10 and 11:5 AM and found to be operational. LPAs observed required licensing forms and documents posted in the main hallway of the CCC as well as in the office. Disinfectants and cleaning solutions are stored in locked cupboards underneath the kitchen sink. Sharps are stored in elevated cabinets in the kitchen areas of the CCC. Medications are secured in a locked box in the office. LPAs note all locations are inaccessible to children in care. Filtered water is available both inside the classroom and in the outdoor area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Writ ten Directives outlined in PIN 21-21.1-CCP. The CCC's outdoor playground area is enclosed by wrought iron and wooden fencing. The fence’s entry/exit points are secured. The footing in the area is varied. LPAs observed age-appropriate toys/play equipment in the play area which are in suitable condition. The play structures in the playground area have adequate cushioning materials to absorb falls. LPAs also observed ample shape provided by shade sails. LPAs observed a locked shed in the outdoor play area that contains maintenance equipment. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed in the CCC. Staff and children’s records were reviewed. The children’s records were complete and current with emergency contact information, immunization records, Infant Sleep Plans, and 15-minute sleep logs. Staff records were reviewed and found to be current with CPR/First Aid training as well as Mandated Reporter trainings. Director noted no firearms or ammunition are stored on site. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on 809-C LPA also informed facility representative the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
