What the inspector wrote

On 8/21/25 at 10:30 AM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required-3 Year inspection. LPA met with director Marisela Garcia and advised them of the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 29 children in care at the time of the inspection along with 4 staff. The center has a toddler option out of the 29 children there were 8 toddlers. Center operates Monday - Friday 7:00AM-5:30PM. Starting August 25,2025 the center will operate Monday - Friday from 7:30AM-6:00PM. LPA observed required licensing documents pined in the hallway wall at the entrance of the center. Each of the classrooms have age-appropriate toys and furniture accessible for children in care. LPA observed restrooms in each classroom available for children to use. LPA observed changing table with built in sink at arms reach in toddler classroom. LPA did not observe any hazards/toxins items accessible to children. First Aid kit backpacks observed in each classroom. Last disaster drills were conducted on 7/17/25, 7/23/25, and 08/12/25. The center use a kiosk machine called LearningCare for children's sign-in/sign-out each parent/guardian has there own unique code to identify parent/child. The center uses an App called SproutAbout for communication parents/guardians. The center provides morning, afternoon snacks, and hot lunch. LPA observed menus posted throughout the center and in each classroom. Continued on 809-C During the tour LPA and director observed a child unattended in a classroom adjacent to the one child was assigned to. LPA asked director how many staff were supervising the preschool class director stated there is only 1 teacher present. The ratio LPA observed was 12 to 1. The director stated that the classroom where the child was observed had previously been the child's original classroom and the group had recently transitioned to the new classroom next door. LPA observed the classroom door is easy for children to open. LPA advised director to install a child safety look or safety door knob on the door to ensure that children are not able to exit the classroom unsupervised. LPA reminded director of tittle 22 regulation "No children shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation." The outdoor playground is shaded and has enough amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. A sampling of 5 children and 4 staff records were reviewed. LPA observed children's and staff files to be complete and current. Staff mandated reporter certification 2 of 4 staff are current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Continued on 809-C Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing-Safe-Sleep-webpage-at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. 2 Technical Violation given 1 type B deficiency issued at today's visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted, appeal rights were given, and report was reviewed with director Marisela Garcia
