On 05/19/2026, at 1:10 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Elizabeth Suafo’a, Co-licensee of the CCC and explained the purpose of the inspection. LPA in the company of the Co-licensee, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 5:30 PM, Monday through Friday. The CCC utilizes one large room divided into four (4) classrooms (Pony Room for 2 year olds, Bunny Room for 3 year olds, Elephant Room for 4 year olds, Zebra Room for 5 to 6 year olds) for child care services. LPA observed thirty-seven (37) children along with four (4) teachers providing care and supervision. LPA notes Co-licensee Robin Bales arrived to the CCC at approximately 2:15 PM. LPA observed required licensing forms posted prominently near the entry of the CCC. The classrooms of the CCC are clean and organized. LPA observed age-appropriate toys and furnishings available for children. The bathrooms used by children in care are in safe and sanitary operating condition. Cleaning supplies, medications, and sharps were observed to be in areas of the CCC that are accessible to staff but inaccessible to children in care. The CCC uses the Smart Care application for Sign In/Out purposes. Additionally, the CCC uses a manual Sign/In Out form when the application is inoperable. LPA reviewed a sampling of the records which contain the children's arrival and departure times along with entries from the children’s authorized representative. Morning and afternoon snacks are provided by the CCC while lunches are provided by the parents of children in care. Cont. 809-C LPA observed the kitchen area of the CCC which has an operable refrigerator that contains food and beverages for children in care. Children have access to available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC’s outdoor play area is fully enclosed by wrought iron fencing, and the entry/exit points are secured. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition and the footing in the area is varied. LPA observed two secure sheds in the play yard which contain CCC toys and supplies. The play structures in the playground area have adequate cushioning material to absorb falls and there is shade available in the form of large trees and shade sails. No bodies of water were observed on site. A sample of staff and children’s records were reviewed. The children’s records are complete and found to contain emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed and contain immunization records, CPR/First Aid training's, and other required licensing documents. LPA notes the most recent emergency drill at the CCC was completed on 03/23/2026. Director noted no firearms or ammunition are stored on site. Cont. 809-C LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an addition al resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today’s inspection. A notice of site visit was given and must remain posted for 30 days.
