What the inspector wrote

On 11/24/25 at 12:38PM, Licensing Program Analyst (LPA) Cynthia Alvarez conducted an unannounced 3 year required inspection of the facility. LPA knocked and rang the doorbell and did not get a response. LPA attempted to call Licensee, but they did not answer, LPA left a voicemail indicated that they were outside their home. At 1:03PM Licensee opened the door, they did not hear the door due to the sound machine they use for children to sleep and they were in the kitchen feeding children. The LPA met with Alicia Andrade and explained the purpose of the inspection. LPA in the company of Licensee, toured the interior of the FCCH. LPA observed 5 children in care during today\342\200\231s inspection. The home is described as four (3) bedrooms, three (2.5) bathrooms, 2-story house, the second floor is inaccessible to the children, LPA observed a gate at the bottom of the stairs making the second floor inacceiable children. Childcare services occur in dining room, family room, living room, and one (1) restroom. The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children\342\200\231s comfort. There are age-appropriate toys and furniture readily accessible to children. The bathroom used for children in care was observed to be clean and sanitary. LPA observed a gate in the kitchen making the kitchen inaccessible. LPA observed a fireplace with a screen in front of it preventing children from having access to it. The backyard is enclosed by a fence; however, Licensee stated they are not using the backyard and instead go to the local park for outside play. LPA recommended Licensee to update the facility sketch. Continued on 809-C Required licensing forms are predominantly posted on the wall of the entrance of the FCCH. LPA observed smoke/ carbon monoxide detectors; however, they were not tested due to children napping during the time of the inspection. LPA reminded licensee to ensure the detectors are working condition and to check the batteries regularly. The home has a regulation fire extinguisher; it was purchased recently; however, Licensee was unable to produce a receipt, LPA advised Licensee they must keep a copy of the receipt or a service tag to verify date of purchase. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records. A review of the FCCH's fire drill log shows the last drill occurred 06/01/25. The Licensee's records were reviewed. Licensee\342\200\231s pediatric CPR and First Aid certification was active and will expire on 11/2025. The License\342\200\231s Mandated Reporter training certificate was also up to date and will expire on 11/2025. LPA reminded Licensee to renew the certification prior to the expiration date. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
