What the inspector wrote

On January 23, 2026, Licensing Program Analyst (LPA) Cynthia Alvarez conducted an unannounced Case Management - Change of Capacity inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with the Licensee and informed them the purpose of the inspection. The Licensee stated they were on their way out to pick up children from the nearby elementary, LPA stated that was fine will wait outside the home until the arrive back. At 1:33PM Licensee arrived back at the FCCH. At the time of the inspection there were 4 children present under supervision of the Licensee. LPA and Licensee toured the interior and exterior of the home. The home is described as three (3) bedrooms, two and half (2.5) bathrooms, 2-story house, the second floor is inaccessible to the children, LPA observed a gate at the bottom of the stairs making the second-floor inaccessible children. The dining room, family room, living room, and one (1) restroom. are used for childcare. LPA observed that the interior, specifically the day care areas, were free of hazardous materials and/or toxins at the time of the inspection. The LPA reviewed Licensee's file; First Aid/CPR certification was verified which will expire on 12/2027. Mandated reporter was verified which will expire on 01/2028. A carbon and smoke detectors were tested at 01:58PM and found operational, Licensee is reminded to check detectors routinely to ensure they are functioning. The Licensee submitted documentation for an FCCH change of capacity. The Licensee is seeking to change the FCCH\342\200\231s capacity from 8 (Small FCCH) to 14 (Large FCCH). The Oxnard Fire Department granted fire clearance following an inspection completed at FCCH on 1/22/26. CONTINUED ON LIC809-C LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: htttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov /, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, January 23, 2026, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Because the Licensee owns the home, proof of control of property is required. The LPA observed the control of property. Issuance of Large FCCH License will be pending for LPM approval. A notice of site visit was given to licensee/applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Licensee Alicia Andrade.
