What the inspector wrote

On 04/03/26 at 12:45, Licensing Program Analyst (LPA) Veronica Martinez conducted an unannounced Annual/Random inspection at the Family Child Care Home (FCCH). LPA met with licensees Yolanda Castillo & Israel Banos and advised them of the purpose of the inspection. The licensee provided LPA a tour inside of the home. There were 10 children in care at the time of the inspection with licensee's and assistant. The FCCH operates Monday through Sunday from 5:00AM - 11:00PM. LPA observed the required licensing documents posted in a prominent location within the home. Fire and earthquake drills are conducted and documented. LPA reminded licensees drills need to be conducted and documented every six months. The last drill was conducted on 09/10/25. The fire extinguisher (2A10BC) located in the kitchen mounted on the wall and was last serviced on 03/09/26. Smoke and carbon monoxide detectors were observed but not tested due to children napping. Licensee stated they test smoke and carbon monoxide detectors every month The FCCH is a 4 bedroom and 3 bathroom 2 story home. Areas accessible to children in care include living room, 1 bedroom/playroom, 1 bathroom, kitchen and dinning area. Off-limit areas include the entire upstairs, garage, and backyard these areas were observed to be properly barricaded or secured. Knives and sharp objects are stored in the a locked kitchen drawer. Cleaning supplies and other hazardous items are stored in a locked cabinet under the kitchen sink and observed to be secured. Age-appropriate toys, furniture, and materials were observed accessible to children. During the inspection, LPA did not observe any hazards, toxins, or bodies of water accessible to children in care. Continued on 809-C LPA reviewed 10 children’s files. Files were observed to be complete/current. LPA reviewed licensees and staff records. Licensee’s Pediatric CPR/First Aid certification is valid through 06/30/27. Licensee was reminded that a licensed child care provider shall complete the Mandated Reporter Training (AB1207) every two years at www.mandatedreporterca.com . Licensee’s Mandated Reporter certification is valid through 09/19/27 (Licensee Yolanda Castillo) and 12/08/27 (Licensee Israel Banos ). Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensees Yolanda Castillo & Israel Banos , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
