What the inspector wrote

On December 3, 2025 at 1:15 PM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced annual inspection. LPA met with licensee Brian Fung and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were seven children in care at the time of the inspection and four adults in the home. Three out of four adults works directly with the children and one adult working from home. LPA reminded licensee if they would like all adults in the home to be able to help in the child care home, all adults must receive their mandated reporter training, vaccinations, and sign required licensing documents. Licensee's son stayed as the translator. LPA observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are conducted. Documentation for fire and disaster drills are missing from children gaining access to the board and drill logs disappeared. Fire extinguisher 2A10BC was found in the hallways. Receipt is missing. Fire and carbon monoxide detectors were tested at 2:00 PM and found to be in working condition. A type B deficiency was cited on today's visit for missing fire extinguisher receipt and/ or serviced. Licensee will purchase a new fire extinguisher and save the receipt moving forward. Continued on 809-C Children in care have access to 1 living room, kitchen, play yard, and 1 bathroom in the extra living space next to the main house.. Fireplace inside the living room is screened to prevent access by children. Kitchen cabinets were closed and knives are being kept in a cabinet above counters to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of bicycles, scooters, and activities. There are no guns and/ or ammunition located in the house. Licensee's home does have a pool. The pool is missing a pool alarm, life ring, and daily pool inspection. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. A type B deficiency was cited for missing safe pool regulation items. LPA reviewed three out of three children files. Two children files were current. One children file's vaccination record was not completely filled out. Licensee and both assistants CPR/first aid is valid through 6/24/2026. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Assistant's immunization record is missing. Licensee\342\200\231s mandated reporter certification is expired. Licensee was reminded that they must renew mandated reporter training at least every two years. A type B deficiency was cited for missing mandated reporter training. A technical violation was cited for missing assistant immunization records. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Maria Abundis, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were 3 type B deficiencies and 3 technical violations cited on today's visit. Appeal rights were printed and given to licensee. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee Maria Abundis.
