What the inspector wrote

On October 24 th , 2023, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Prelicensing inspection. LPA met with center manager Karla Delgado and discussed the purpose of the inspection. The facility has applied for a preschool program license for a capacity of forty-eight (48) children. This facility is located on the grounds of Rio Plaza Elementary School. The preschool program will operate Monday \342\200\223 Friday 7:00AM-6:00PM. Facility will be utilizing two (2) classrooms for care and supervision. Classroom #23 operates from 8:15AM-11:15AM. Classroom #24 operates from 7:00AM-6:00PM. Classrooms were inspected for safety, cleanliness, inaccessibility to poisons, tools, and hazardous items that can pose a danger to children. LPA observed classrooms to have age-appropriate toys, activities, and furniture readily accessible for children in care. Children are assigned cubbies to store their personal belongings. Children will nap on individual mats, to be sanitized after use and with bedding stored separately. Four (4) sinks and (4) toilets are available for children\342\200\231s use. Manager stated parent/authorized representatives will use electronic app \342\200\234The Hub\342\200\235 for the purposes of signing in and out. Carbon Monoxide detectors are present in classrooms, tested, and functioning at the time of the inspection. Fire extinguishers were last serviced on 8/9/2023 and 8/14/2023. First aid kits are available. Water is available for children\342\200\231s use. Manager stated facility will provide breakfast, lunch, and snacks via the elementary school cafeteria and served in classrooms. LPA observed refrigerators in classrooms inaccessible and functioning at the time of the inspection. The outdoor area consists of one large grass field authorized for use by the elementary school. School property has perimeter fencing; however, manager stated preschool play area will be sectioned off via cones and children under constant care and supervision. LPA observed cones present but lacking play equipment and shaded area. Manager directed LPA to large, locked shed in which age-appropriate toys, equipment, and umbrellas for shade are being housed. Manager stated staff members will be setting up play area shortly. LPA observed large water jug present for outdoor usage. LPA advised manager outdoor play area is to be constructed for use prior to licensure. Assembly Bill (AB) 2370, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their drinking water for lead contamination. The facility must have its water tested and post the results within 180 days of licensure. LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, and ratios. Director was made aware that it is the facility's responsibility to know the current regulations for a facility which can be accessed on-line at www.cdss.ca.gov . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the Safe Sleep regulations with manager and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Manager was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Ventura County Fire Department conducted an inspection on 10/18/2023 and cleared facility for capacity of forty-eight (48) children between both classrooms. Total indoor square footage available for care and supervision between both classroom is 1,582.67sq. ft. and total outdoor square footage is 4,515.50 sq. ft., permitting maximum capacity of forty-five (45) children. Exit interview conducted and report was reviewed with manager Karla Delagado Notice of Site Visit was given and must remain posted for 30 days. Increase pending manager approval.
