On 12/04/2025, at 11:31 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). LPA met with Dora Girela, Program Lead of the CCC and explained the purpose of the inspection. LPA in the company of the Program Lead, toured the interior and exterior of the CCC. The CCC is on the grounds of Rio Plaza Elementary School and operates from 1:30 PM to 6:00 PM for TK and 2:30 PM \342\200\223 6:00 PM for ages Kindergarten through 2 nd grade, Monday through Friday. The CCC is combined with a preschool license. The CCC utilizes one classroom (Classroom 23) for child care services. No children were present during the inspection. LPA notes Director, Karla Delgado arrived at 11:40 AM. LPA observed a menu and required licensing forms posted near the entry door of the classroom. LPA observed age-appropriate toys and furnishings. The CCC provides snacks and supper for the children in care. Meals are provided by the school district and prepared in the school\342\200\231s cafeteria. LPA observed a refrigerator in the classroom that stores food for the children in care. LPA observed a carbon monoxide detector that was tested at 12:00 PM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continued on 809-C For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The CCC shares restrooms with the elementary school. Program lead explained that children are supervised while using the restroom. LPA observed the restrooms to be clean and free of toxins. The CCC uses \342\200\234The HUB\342\200\235 application for Sign In/Out purposes and verified the signatures from the children\342\200\231s authorized parents/guardians. The CCC\342\200\231s outdoor play area is enclosed with chain linked fencing and the entry and exit points are secured. LPA notes part of the outdoor area is shared with the elementary school. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the play area have adequate cushioning materials to absorb falls and shade provided by shade sails and building overhangs. LPA notes no bodies of water are on site. LPA observed waste receptacles with tight fitting covers in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records and other required licensing forms. Staff records were reviewed and found to be current with CPR/First Aid training, staff qualifications, and other required licensing forms. LPA reviewed the CCC\342\200\231s emergency/disaster log which notes the most recent drill was conducted on 12/03/2025. Director states there are no firearms or ammunition stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
