What the inspector wrote

On November 19, 2024 10:30 AM, Licensing Program Analyst (LPA) Laura Carone made an unannounced visit to conduct an Annual/Random Inspection. LPA met with licensee, Maria Capuchino and explained the purpose of the inspection. LPA and Licensee toured the interior and exterior of the home. Licensee and Assistant were caring for 5 children at the time of the inspection. Licensee is requesting a capacity increase to a large license. Fire clearance was granted on 11/12/2024 with no restrictions. The home is a 5-bedroom, 2- bath, single story home. The applicant will use the living room, kitchen, 2-bathrooms, 1-bedroom, and backyard for the child care. The garage and 4-bedrooms will not be utilized and will be designated off limits for childcare. LPA observed a screened fireplace in the living room inaccessible to children. LPA did not observe any toxins/hazardous items accessible to children. The backyard is fully enclosed with a fenced wall. Cleaning agents, disinfectants are stored in a locked high cabinet in the kitchen. Kitchen knives are stored out of reach. The bathrooms to be used for children in care was observed to be clean. LPA observed one dog in the backyard. Applicant reported that the dog's vaccinations are up to date. A regulation 2A10BC fire extinguisher was observed with a service date of 10/08/2024. Applicant is reminded to service or purchase the fire extinguisher yearly. LPA observed a smoke/carbon monoxide detector mounted on a wall next to the kitchen. All adults in the home are fingerprint cleared. LPA observed the home to be orderly. No bodies of water were observed on site. Applicant stated that there are no guns or ammunition in the home. Applicant's Pediatric First Aid/CPR certificate is valid until 03/02/2026. Applicant's Mandated Reported Training is valid until 05/09/2025. LPA reviewed mortgage statement to verify control of property. Licensee last completed an emergency disaster drill on 09/11/2024. All required forms including Notification CONTINUED ON LIC809-C of Parent's Rights are prominently posted for parent's or authorized representatives to view. A roster of children in care was observed current and complete. All children records were reviewed and found to be complete. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the licensee, Maria Capuchino, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A large child care license for a capacity 14 children is effective today. LPA reviewed and provided licensee with a capacity chart. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Maria Capuchino.. Visit was conducted in Spanish.
