What the inspector wrote

On December 28, 2023, Licensing Program Analyst (LPA) Rosie Breault conducted an announced prelicensing visit. LPA met with administrators Steve Heller and Annette Gladstone and discussed the purpose of the inspection. On 8/4/2023, administrators applied for an infant license for children ages 12 months to 24 months, capacity of 12 children. The facility operates Monday \342\200\223 Friday 8:30am \342\200\223 5:00pm. This is a combination center that includes a preschool program. Facility will be utilizing classroom #1 for infant care and supervision. At the time of the inspection, there were zero children present. Administrators stated parents/authorized representatives will utilize Brightwheel app for signing in and out purposes. LPA observed infant classroom to contain age-appropriate toys and equipment, ample ventilation, one changing table within arm\342\200\231s reach of sink. Children have access to 2 toilets, 3 sinks and 1 potty chair. Classroom contains 1 shelving unit with a sink and multiple drawers below. Administrators indicated unit will house non-toxic play equipment and toys accessible to children. At the time of the inspection, LPA did not observe any toxins, poisons, or hazardous materials present. For napping, facility will not be utilizing cribs, rather cots and LPA observed cots available for use. Snacks are provided and LPA observed kitchen to be clean, free of rodents or pests and functioning at the time of the inspection. Administrators stated filtered water is provided via jugs in classroom and outdoors, drinking fountain available outside as well. Facility maintains an isolated area for care of any child who becomes ill during the day. Fire extinguisher was serviced on 6/18/2023 and carbon monoxide detector not present due to administrators stating facility does not utilize gas on property, and first aid kit is available. Prior to inspection, LPA provided administrators courtesy Safe Sleep FAQs, Individual Infant Sleep Plan (LIC9227) and 15 \342\200\223 minute Sleep Log. LPA reminded administrators are to adhere to Safe Sleep Regulations at all times. Incidental Medical Services will be offered to children if needed. The outdoor play area is contained by permitter fencings with no access to preschool program, and includes soft padding to absorbs falls, age-appropriate toys, and equipment, access to water, and ample shade. No bodies of water were present at the time of the inspection. Administrators were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Ventura County Fire Department conducted an inspection on 11/06/2023 and cleared facility for 12 children in classroom #1. Total area for infant room measures at 360 sq. ft which does not meet the requirement of requested capacity. Total area for outdoor play area measures at 417.16 which does not meet the requirement of requested capacity. Administrators will submit a request for an outdoor play waiver based on total capacity and regulation square footage. License pending manager approval. No deficiencies were cited during today\342\200\231s inspection. Exit interview conducted and report was reviewed with administrators Steve Heller and Annette Gladstone. Notice of Site Visit was given and must remain posted for 30 days.
