What the inspector wrote

On 05/28/26 at 9:30 AM, Licensing Program Analyst (LPA) Veronica Martinez conducted an unannounced Annual inspection at the Family Child Care Home (FCCH). LPA met with licensee Susana Segovia and advised her of the purpose of the inspection. The licensee provided LPA with a tour of the home, including the indoor and outdoor areas. There were 3 children in care at the time of the inspection. The FCCH operates Monday through Friday from 5:00 AM to 6:00 PM. LPA observed the required licensing documents posted in a prominent location within the home. Fire and earthquake drills are conducted and documented every six months. The last drill was conducted on 05/12/26. The fire extinguisher (2A10BC), located in the kitchen, was last serviced on 02/21/26. Smoke and carbon monoxide detectors were tested and found to be operational at 10:00 AM. The FCCH is a single-story, 4-bedroom, 2-bathroom home with a pool/spa. Areas accessible to children in care include the living room, one bedroom, the hallway bathroom, and part of the backyard. Fireplace inside the living room has screen cover to prevent access by children. Off-limit areas include three bedrooms, one bathroom located within an off-limit bedroom, the pool area, and the garage, all of which were observed to be properly barricaded or secured. Knives and sharp objects were stored in a top kitchen cabinet. Cleaning supplies and other hazardous items were stored in the laundry room/garage and were observed to be secured. Age-appropriate toys, furniture, and materials were observed to be accessible to children. The backyard play area is enclosed. Continued on 809-C LPA observed that the pool and jacuzzi were secured with a fence at least five feet high. Additionally, the pool and jacuzzi area had two gates that swing away from the pool, self-close, and self-latch. Both gates providing access to the pool area were equipped with additional safety locks and alarms. An additional alarm was observed on the sliding door providing access to the backyard. LPA also observed a life ring with a diameter of at least 17 inches bearing a United States Coast Guard approval label, as well as a rescue pole with a body hook measuring at least 12 feet in length. During the inspection, LPA did not observe any hazards or toxins accessible to children in care. LPA reviewed 4 children’s files. Files were observed to be complete/current. LPA reviewed licensee records. Licensee’s Pediatric CPR/First Aid certification is valid through 06/09/27. Licensee was reminded that a licensed child care provider shall complete the Mandated Reporter Training (AB1207) every two years at www.mandatedreporterca.com . Licensee’s Mandated Reporter certification is valid through 03/12/26. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Susana Segovia , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
