What the inspector wrote

On August 8, 2024, Licensing Program Analyst (LPA) Rosie Breault conducted an announced prelicensing inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 0 children present at the time of the inspection. LPA met with applicant Mona Golastani and director Kimberly Couchman. Applicant applied for a preschool center to provide care and supervision to 96 children ages 3 years to entry into first grade. The facility will operate Monday \342\200\223 Friday 7:30AM \342\200\223 5:30PM. The facility is located on the grounds of Calvary Chapel Conejo Valley Church. Director, applicant, and LPA toured and measured the on-limits areas and classrooms located at the facility. Applicant stated parents and authorized representatives will utilize ProCare App for the purposes of signing in and out. LPA observed required postings placed in a prominent location. The facility utilizes 6 classrooms for the purposes of care and supervision designated as rooms #1, #2, #3, #4, #5, #6. All classrooms on property are mobile units which offer air conditioning and ample ventilation. There are 12 toilets and 12 sinks available for children\342\200\231s use. The facility was observed to be clean, safe, sanitary, and LPA advised must be maintained in good repair at all times to ensure the safety and well-being of children, employees, and visitors. The facility will offer AM and PM snack for children and menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Floors of all rooms have a surface that is safe and clean. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. At the time of the inspection, all toxins, cleaning supplies, poisons were rendered inaccessible to children by locked cabinets. Carbon monoxide detector present and functioning at the time of the inspection, and fire extinguisher was last serviced 6/7/2024 and first aid kits available. Per director, no firearms or ammunition is present on property. Ventura County Fire cleared facility on 08/01/2024. The preschool classrooms contain age-appropriate toys, equipment, sufficient number of cots for napping, and cubbies for individual items. LPA observed comfortable room temperature, access to filtered water and ample play activities for stimulation. Facility maintains an isolation area with one toilet, sink and mat in the event a child becomes ill and under supervision. The outdoor area consists of two yards. \342\200\234Back\342\200\235 yard is behind classrooms #1 and #2 is enclosed by fencing and contains age-appropriate play structure with slide, soft padding to absorb falls, picnic area, and sandbox available for use. Filtered water to be provided. \342\200\234Main\342\200\235 yard consists of ample shade, grass, equipment, tricycle area, sandbox, and water fountain. Behind classrooms #5 and #6 is a large enclosed, fenced, shaded area which will be used for picnic purposes. On the \342\200\234main\342\200\235 yard, LPA observed a pool. At the time of the inspection, pool was drained, and LPA observed permitter fencing which measured 5 feet high and does not obstruct view of the pool. Applicant opened gate and LPA observed gate swung away from the pool. LPA advised licensee that any changes to the pool, fencing or physical plant, applicant/licensee must alert CCLD prior to. The pool may not be filled without prior CCLD knowledge and review. LPA advised applicant must follow Title 22 regulations regarding bodies of water at all times. Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. Applicant and director were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The total facility indoor capacity measures 3,859.04 square feet which can accommodate applicants request for 96 children. The total outdoor facility capacity measures at 19,574.37 square feet which can accommodate applicants request for 96 children. A Notice of Site Visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. License pending approval.
