What the inspector wrote

On April 24 th , 2025, Licensing Program Analysts (LPAs) German Negrete and Rosie Breault conducted an unannounced Case Management inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 14 children and 6 staff present during this inspection. The licensee applied to increase capacity to 8 toddlers aged 18 months – 36 months, and to retain 20 preschoolers aged 2 years – 5 years, for total requested capacity of 28 children. The facility operates Monday – Friday 7:30am – 5:30pm. LPAs met with director Palmira Luna and together toured the facility. LPAs measured the on-limits areas and classroom. The facility utilizes 2 classrooms for care (“Preschoolers” Room #2 aka "F", and “Toddlers” Room #3 aka "T"). Facility maintains a total of 4 toilets and 4 sinks available for children’s use. Parents/authorized representatives utilize ChildPlus app for purposes of signing in and out. LPA observed classroom to contained age-appropriate toys and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. LPAs observed disinfectants, cleaning solutions, poisons and other items that could pose a danger inaccessible to children. Fire extinguisher was serviced on 04/2025 , carbon monoxide present at the time of the inspection, and first aid kits available. Per licensee, no firearms or ammunition are present on property. Outdoor area consists of one play area surrounded by permitter fencing, age-appropriate toys and equipment, include soft padding to absorbs falls, and sufficient shade. Per director, no bodies of water are present on the property. Facility has been granted an outdoor waiver to allow toddlers and preschoolers to utilize the same outdoor play area at alternate times to avoid comingling which is to remain posted and adhered to at all times. Fire clearance was approved by Ventura City Fire on 03/24/2025. Toddler Room measures 925.62 square feet which will accommodate licensee’s request for 8 toddlers. The total outdoor play area measures 1620.68 sq. feet which will accommodate licensee’s request for 8 toddlers. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. A Notice of Site Visit was given to the director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. License effective today 04/24/2025.
