What the inspector wrote

On April 24, 2026, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Annual/Random inspection at the above-mentioned Child Care Center (CCC). LPA initially met with a teacher and informed them the purpose of the inspection. Site Supervisor Julie Hutchins arrived during the tour of the facility. At the time of the inspection 7 toddlers and 18 preschool children were present. The toddler classroom had 3 staff present and the preschool classroom had 3 staff present as well. LPA observed required postings to be located in a prominent area near the entrance of both the toddler and preschool classrooms. Site Supervisor informed LPA they conduct sign in and sign out digitally. LPA notes filtered water is provided to children in disposable cups. LPA in the company of the teacher initiated the tour of the facility and LPA finished the tour of the facility with the Site Supervisor. LPA observed the toddler classroom and preschool classroom to have sufficient space and ventilation for children in care. LPA observed the toddler classroom and preschool classroom to have age appropriate toys and equipment that are in good condition. LPA observed the the lower cabinets in both classrooms to be secured with child proof locks. LPA reminded site supervisor they must ensure the drawers and cabinets are free of potential hazards or be made inaccessible to children in care. LPA observed each classroom to have their own bathrooms which were observed to be in working order. LPA observed a changing table in the toddler's bathroom to be in sanitary condition. LPA observed cleaning compounds in both classrooms to be on elevated surfaces beyond the reach of children in care. LPA observed the yard to be completely enclosed. LPA notes the facility has an approved waiver for staggered outdoor time between the preschool and toddler program. LPA observed the outdoor area to have CONTINUED LIC 809C sufficient space for children's activities. LPA observed children's equipment to be in good condition as well. No bodies of water were observed on site. A samplings of children's files were conducted. LPA observed all children's files to be current. LPA notes the facility currently does not have infants therefore Safe Sleep 15 minute checks were not reviewed. LPA reviewed files for the staff present which were found to be current. LPA observed at least 1 staff with a current Pediatric CPR/First Aid certificate. LPA notes all staff present had a current Mandated Reporter Training certificate. The last emergency drill was conducted on 3/25/26 for the toddler program and 4/13/26 for the preschool program. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . CONTINUED PAGE 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies were issued during today's inspection. 1 Technical Violation was given. Exit interview was conducted with Site Supervisor Julie Hutchins and notice of site visit was given.
