What the inspector wrote

On February 5, 2026 at 1:15 PM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced annual inspection. LPA met with the office administrator Chelsea Romero and Director Deborah Neathery and advised the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 27 children in care at the time of the inspection and 6 teachers in the facility. Children have access to 3 classrooms. Blue Horse classroom has 2 bathroom and yellow duck has 2 bathrooms for children to use. Outside play yard is equipped with many age appropriate activities and play structures with plenty of shading. Private drinking water source from Primo are used to refill drinking water. Children sign in/out are submitted on Brightwheel app as well as a paper sign in/ out sheet. 4 children file and 5 teacher files were reviewed. Children files were missing MMR vaccination records. Teacher files were missing TB test and immunization record. 1 technical violation was cited for missing MMR vaccination in children files. 1 Type B deficiency was cited for missing immunization records and TB test in teacher files. There are no bodies of water in the school grounds. (Continued on 809-C) To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Office Administrator was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with director and office administrator and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed office administrator of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any (continued on 809-C) recalls on their purchased equipment. 15 minute sleep checks were observed on Brightwheel app. Upon inspection of the infant classroom, 4 out of 8 children were seen wearing a sleep sack. LPA notified director during the tour that sleeps sacks are not allowed to be worn in the facility. Director notified all teachers of the update and will send the sleep sack home and inform parents of the licensing regulations. A technical violation was cited for having sleep sacks on infants. IF A FACILITY IS CURRENTLY PROVIDING IMS, USE AS FOLLOWS: This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . A notice of site visit was given and must remain posted for 30 days. Appeal right were provided. Exit interview conducted and report was reviewed with office administrator Chelsea Romero.
