What the inspector wrote

On May 1st, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced Case Management inspection at the above mentioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 24 children present during this inspection. The licensee applied to provide care for 9 toddlers aged 18 months \342\200\223 36 months and decrease number of preschoolers to 71 aged 2 years \342\200\223 6 years for total capacity of 80 children. This will result in the conversion to a single license from license #561710611. The facility operates Monday \342\200\223 Friday 7:30am \342\200\223 4:00pm, toddler program is half day. LPA met with supervisor Johanna Pimentel and together toured the facility. LPA measured the on-limits areas and classrooms. The facility uses 5 rooms for care designated as the following: Toddler Room, Preschool Rooms #1, #2, #3, and #4. Facility to possibly utilize \342\200\234Yoga Room\342\200\235 . LPA observed parents/authorized representatives use written logs for signing in and out purposes. LPA observed all classrooms to contain age-appropriate toys and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. For napping, facility utilizes cots and LPA observed sufficient quantity. There are 15 sinks and combination of 8 toilets/urinals available for use, and changing table within arm\342\200\231s reach of sink. LPA advised supervisor that facility must follow Title 22 and Health & Safety Code regarding Safe Sleep at all times. For children ages 0-24 months, staff shall physically check and document on sleeping infant(s) every 15 minutes. Fire extinguisher was serviced on 07/19/2024. Carbon monoxide tested and functioning at the time of the inspection, and first aid kits available. Per supervisor, no firearms or ammunition are present on property. The large outdoor play area is separated by regulation height fencing and to separate the age components. Both yards contain ample shade, soft padding to absorb falls, water readily accessible, and age-appropriate equipment; however, LPA expressed concern over sandbox in toddler area and large rolling hill. LPA advised care and supervision is to be adhered to at all times and all play equipment, tools and manipulative must be used by the manufacturer guidelines. Per supervisor, no bodies of water are present on the property. Extended from the indoor toddler and preschool classrooms are elevated patios which are currently being used for care. LPA measured patio perimeter fencing at 3ft. LPA expressed concern over the fencing and advised facility is not to use outdoor patios until final determination by Department management has been made. Photos and measurements were taken. Fire clearance was approved by Ventura County Fire Department on 04/15/2025. Total toddler classroom measures 835.10 square feet. Total preschool classrooms measure 3976.51 square feet, which will accommodate licensee\342\200\231s request for 9 toddlers and 71 preschoolers. Total toddler outdoor measures 2664.19 square feet. Total preschool outdoor measures 9741.41 square feet, which will accommodate licensee\342\200\231s request for 9 toddlers and 71 preschoolers. Supervisor was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. License pending: Outdoor patio usage, fire department approval of \342\200\234Yoga Room\342\200\235, manager approval. Exit interview conducted and report was reviewed with supervisor Johanna Pimentel. A Notice of Site Visit was given to the supervisor and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
