What the inspector wrote
On June 19th, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. An application was received for a single license childcare facility requesting to care for 60 preschoolers aged 2.5 years to 6 years. The facility will operate Monday \342\200\223 Friday 8:00am-5:30pm.
LPA met with applicant Emiko Madison and together toured and measured the on-limits areas and classrooms located at the facility. Preschoolers will utilize 4 modular classrooms for care and supervision designated as \342\200\234Play Program (#1)\342\200\235, \342\200\234Junior Kinder (#2)\342\200\235, \342\200\234Pre Kinder (#3)\342\200\235, and \342\200\234Preschool (#4)\342\200\235. In addition, facility has access to the gymnasium which was also cleared by fire dept. for use. Facility maintains a total of 4 sinks and 6 toilets which were in order at the time of the inspection. Facility is currently adding an additional bathroom that will house 6 toilets and 6 sinks. Construction of second bathroom is outdoors, and inaccessible to children via fences.
Facility will utilize written logs for purposes of signing in and out. Facility is equipped with a restroom for any child who becomes ill during the day with separate toilet, and sink, affords easy supervision (staff lounge), and not located in or near food or general toilet area. Parents will provide lunch and facility will offer snacks. Facility maintains a large commercial kitchen which was clean, in order and functioning at the time of the inspection.
Preschool classrooms contain a variety of age-appropriate activities and toys for children, comfortable temperature, ample ventilation, individual cubby space for personal belongings and sufficient number of mats for the requested number of children. LPA observed furniture to be free of sharp, loose or pointed parts. Children bring water bottles and facility offers water both indoor and outdoor. LPA reminded that applicant the facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children are stored in a locked cabinet inaccessible to children. Fire extinguisher was last serviced on 7/15/2024. Per director, no firearms or ammunition are present on property.
Preschoolers utilize 2 yards for outdoor play designated as \342\200\234Front Yard\342\200\235 and \342\200\234Back Yard\342\200\235 both with ample shade, age-appropriate toys and equipment, large area for tables, chairs, sandbox (free of debris) and access to water provided by staff. Both playgrounds are enclosed by fencing to protect children, keep them in the outdoor activity area and fencing is at least four feet high. No bodies of water are present on the property.
Ventura County Fire Department cleared facility on 06/10/2025.
Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Total preschool classrooms measure 3,556.28 sq. ft., total preschool outdoor areas measure 11,827.37 sq. ft. which will accommodate licensee\342\200\231s request for 60 preschoolers.
Licensure pending: installation of carbon monoxide detectors in classrooms, first aid kits, installation of wood chips below play structure and swing and managerial approval.
