What the inspector wrote
On September 9th, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. The applicant applied for a single license childcare facility requesting 162 children: 40 infants ages 6 wks \342\200\223 24 months, and 122 preschoolers aged 2 years to 6 years. At the time of the inspection, there were 54 children present. The facility will operate Monday \342\200\223 Friday 6:30am-6:30pm.
LPA met with director Nicola Adams and together toured the facility. Infants utilize 4 classrooms designated as \342\200\234Infant A, Infant B, Infant C, Infant D\342\200\235. Preschoolers utilize 7 rooms designated as \342\200\234Preschool 1, 2, 3, 4, 5, 6\342\200\235 (AKA A through F) including the multipurpose \342\200\234Make Believe Room\342\200\235. The facility maintains a total of 27 sinks and 15 toilets which were in order at the time of the inspection.
LPA observed regulation postings placed in a prominent location, and facility utilizes \342\200\234CareConnect\342\200\235 app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. Facility provides breakfast, lunch, and snacks. LPA viewed the kitchen to be clean, and free of rodents/pests. LPA advised menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus served shall be dated, kept in file for at least 30 days, and made available for review by the child's authorized representative and the Department upon request.
At the time of the inspection, LPA observed infant classrooms to be clean with age-appropriate toys to meet the needs of children, and toys in good condition, free of sharp, loose or pointed parts. LPA observed a sectioned crib area surrounded by sound absorbing material offering visibility to children in cribs. LPA observed mattress cribs to be firm and covered with a fitted sheet that is appropriate to the mattress size, fits tightly on the mattress, and overlaps the underside of the mattress so it cannot be dislodged. LPA advised the director must comply with Safe Sleep regulations at all times. Floors of the rooms have a surface that is safe and clean, and LPA observed waste receptacles with tight fitting bins. LPA observed changing tables to have padded surface no less than one-inch thick and be covered with washable vinyl or plastic with raised sides and within arm\342\200\231s reach of sink. LPA observed first aid kits available in rooms and fire extinguisher last serviced 3/5/2025.
Preschool classrooms contain a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of mats for the requested number of children. LPA reminded director facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated and inaccessible. Per director, no firearms or ammunition are present on property.
Infants utilize 1 yard for outdoor play and LPA observed shade, soft material, age-appropriate toys, equipment and manipulatives for children\342\200\231s use. Toddler yard is separate from infant and preschool yards, additionally with appropriate toys, and equipment.
Preschoolers utilize 2 yards both ample shade, age-appropriate toys and equipment, soft material to absorb falls, and large enclosed grass area for additional play. No bodies of water are present on the property.
Ventura County Fire Department cleared the facility on 09/05/2025.
Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
