What the inspector wrote
On September 4
th
, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. An application was received for single license to provide care for 60 preschool children ages 2 years through 5 years. The facility will operate Monday \342\200\223 Friday 7:30AM-5:00PM. Facility is located on the grounds of Camarillo United Methodist Church.
LPA met with applicant Aubree Alamillo and together toured and measured the on-limits areas and classrooms located at the facility. Preschool children will utilize rooms #1, #2, #3 and #4. Facility maintains a total of 5 toilets and 8 sinks.
LPA observed regulation postings placed in a prominent location, and facility will utilize BrightWheel app for purposes of signing in and out. Facility is equipped with restroom (teacher break room) to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, and not located in or near food or general toilet area.
At the time of the inspection, the facility was observed to be clean, safe, and sanitary. LPA advised applicant that facility is to always remain in good repair to ensure the safety and well-being of children, employees, and visitors. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be in good condition, free of sharp, loose, or pointed parts. Furniture and equipment were observed to be located so that no exit is blocked. LPA advised applicant mats used for resting. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available for use.
Preschool classroom contains a variety of activities for children, comfortable temperature, ample ventilation. LPA observed waste receptacles to have tight fitting covers, in good repair, leakproof and rodent-proof. LPA observed spaced to house disinfectants, cleaning solutions, poisons and other items that could pose a danger to children located in the staff hallway area, elevated and locked. LPA observed first aid kits, carbon monoxide detectors present and functioning at the time of the inspection, and fire extinguisher last serviced on 07/30/2025. Per applicant, no firearms or ammunition are present on property.
LPA observed 3 play yards as to which 1 yard will not be used at this time. Possible licensure of that yard at a later date. All yards are separated and gate from one another. Play areas provide ample shade, age-appropriate toys and equipment, soft material to absorb falls, clean sandbox, and accessibility to water. Per director, no bodies of water are present on property.
Facility provides AM/PM snack and filtered water available, parents to provide lunches. LPA observed kitchen to be clean, free of rodents or pests and in good working order.
Ventura County Fire cleared facility on 08/22/2025.
Drinking water from a non contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The combined preschool rooms total 2158.70 square feet. The preschool outdoor play area totals 6253.58 square feet, which will accommodate applicant\342\200\231s request for 60 preschoolers.
